Job Title: DoD Business Development and Capture Manager Location: Remote Employment Type: Full-Time

Overview:
We are seeking a highly motivated and results-driven DoD Business Development and Capture Manager with deep experience in the Department of Defense (DoD) sector. This individual will be responsible for identifying, qualifying, and capturing new business opportunities aligned with the company s strategic goals in the federal defense space. The ideal candidate will have a strong understanding of DoD procurement processes, established relationships within the defense community, and a proven track record of winning competitive federal contracts.

Key Responsibilities:

Business Development:

  • Ex-federal employees or those retiring or transitioning from the DoD into the commercial sector with strong relationships across defense agencies are highly encouraged to apply.
  • Identify and assess new business opportunities within the DoD ecosystem.
  • Build and maintain relationships with DoD clients, partners, and stakeholders.
  • Develop and execute strategic account plans and opportunity pursuit strategies.
  • Conduct market research and competitive analysis to inform pursuit decisions.
  • Represent the company at industry events, trade shows, and client meetings.

Capture Management:

  • Lead and manage all phases of the capture process from opportunity identification through proposal submission.
  • Develop and implement capture strategies, win themes, discriminators, and pricing strategies.
  • Coordinate with internal teams including proposal management, technical leads, pricing, and contracts.
  • Manage partnerships, including teaming arrangements, NDAs, and subcontractor negotiations.
  • Conduct Black Hat reviews, competitive assessments, and customer call plans.

Required Qualifications:

  • Bachelor s degree in Business, Engineering, Political Science, or related field (Master s preferred).
  • 8+ years of experience in business development and capture management in the federal space, with a focus on DoD.
  • Demonstrated success capturing large, complex, full-and-open federal contracts (ideally $50M+).
  • Deep understanding of DoD acquisition lifecycle and procurement vehicles (e.g., GSA, GWACs, IDIQs, OTAs).
  • Strong network of DoD contacts and knowledge of key defense agencies (e.g., Army, Navy, Air Force, DLA).
  • Excellent communication, negotiation, and leadership skills.
  • Ability to work independently and as part of a cross-functional team.

Preferred Qualifications:

  • Active security clearance (Secret or above).
  • Experience with emerging DoD technologies such as AI/ML, cyber, C5ISR, space, or defense logistics.
  • Familiarity with Shipley or other industry-standard capture methodologies.
  • Experience with CRM tools (e.g., Salesforce, GovWin, Deltek).
