Business Systems Analyst

We are looking for an experienced Business Systems Analyst to support large-scale IT projects for a government client in Sacramento, California. The role is hybrid and prefers local candidates. Candidates must have experience with California public sector processes, including the Department of Technology s Project Approval Lifecycle (PAL).

The ideal candidate will have strong experience in systems analysis, application support, and project delivery in complex environments.

Required Qualifications:

• A minimum of five (5) years of experience applying analytical processes on IT projects valued at $2 million or more, including at least three (3) years in business systems analysis and design.
• At least three (3) years of progressively complex experience (including two (2) years in lead capacity) performing:
• Application triage and troubleshooting
• Business requirements elicitation and documentation
• Project management tasks
• Two (2) or more years of recent experience as a business analyst, involving one or more of the following:
• Documentation development
• Application requirements analysis
• Business process analysis or re-engineering
• Application testing or user training
• Three (3) or more years of experience using requirements management tools, such as JIRA.
• Three (3) or more years of experience analyzing legislative mandates or regulatory changes and determining impacts on system requirements.

• Three (3) or more years of Oracle experience

• Two (2) or more years of experience working with the California Department of Technology s Project Approval Lifecycle (PAL) process, particularly in Stages 3 and 4, including preparing required documentation and artifacts.

Education:

• A Bachelor s Degree from a recognized college or university, or equivalent qualifying experience (9 years total if no degree).
