Core Skills and Qualifications: The ideal candidate will demonstrate a strong mix of strategic
technical
and operational capabilities essential for managing a complex IT portfolio within the State of California. Required skills include: Portfolio Management: Proven ability to align IT investments with departmental and statewide strategic goals
manage project intake and prioritization
and oversee risk mitigation across multiple initiatives. Project & Program Management: Proficiency with PMBOK
Agile methodologies
and the California Project Management Framework (CA-PMF). Hands-on experience with the States Project Approval Lifecycle (PAL)
including development of Business Analysis
Alternatives Analysis
and Financial Analysis documents
as well as preparation of Special Project Reports (SPRs) and Budget Change Proposals (BCPs). Financial Oversight: Strong understanding of state budgeting processes
cost allocation methods
and the ability to forecast
track
and manage IT expenditures. Vendor & Contract Management: Experience negotiating and managing vendor contracts in compliance with California procurement rules (e.g.
CMAS
RFO
SOW)
including monitoring service-level agreements and vendor deliverables. Policy & Compliance Knowledge: Familiarity with California statewide IT policies and standards (SAM
SIMM)
information security frameworks (e.g.
NIST
FedRAMP)
and accessibility regulations (ADA
Section 508). Enterprise Systems & Data Management: Understanding of enterprise architecture
data governance
system integration
and legacy modernization. Experience with tools such as ServiceNow
Power BI
MS Project
Jira
and Salesforce is highly desirable. Leadership & Communication: Strong leadership skills with the ability to influence and communicate effectively with executive stakeholders
technical teams
and oversight bodies. Experience leading cross-functional teams and delivering concise
data-driven reports and presentations. Candidates should have a minimum of five years of relevant experience in a government or regulated IT environment and a track record of delivering high-impact IT portfolio results. Relevant certifications (PMP
CSM
SAFe
etc.) are preferred.
