Job Title: Senior Testing and Quality Assurance Manager

Location: Remote



Project Overview:

We are seeking an accomplished and highly motivated Senior Project Manager with demonstrated expertise in leading enterprise-level technical system and application migration initiatives. This critical leadership role will be responsible for driving the end-to-end planning, execution, and delivery of complex migration projects involving legacy systems, enterprise applications, cloud platforms, and modern infrastructure environments.

The ideal candidate will possess a blend of technical proficiency, strategic project planning, and stakeholder management skills, supported by a proven track record of successfully delivering cross-functional IT migration programs. Candidates should be adept in utilizing Microsoft Project for enterprise-level scheduling, resource management, and project tracking. A Project Management Professional (PMP ) certification is highly preferred, serving as a testament to the candidate's mastery of project management standards and methodologies.



Key Responsibilities:

1. Project Leadership and Strategy

  • Take full ownership of the project lifecycle for technical system and application migration projects from initiation through post-deployment review.
  • Define and document clear project goals, objectives, scope, deliverables, success metrics, timelines, and resource requirements in collaboration with executive stakeholders and technical leads.
  • Develop and communicate a compelling project vision and roadmap, ensuring alignment with organizational goals, IT strategy, and operational continuity requirements.

2. Advanced Planning, Scheduling, and Execution

  • Create and maintain detailed project schedules and work breakdown structures using Microsoft Project, with a strong focus on:
    • Task sequencing and dependency mapping
    • Critical path method (CPM) analysis
    • Resource leveling and utilization optimization
    • Earned value management (EVM) tracking
  • Lead project execution and monitoring activities, ensuring that all milestones are met within agreed timeframes, budgets, and quality standards.

3. Risk Management and Change Control

  • Identify potential project risks, security issues, and data migration challenges; proactively develop risk mitigation and contingency plans.
  • Implement and enforce robust change management protocols, ensuring that all changes to scope, schedule, or deliverables are systematically evaluated and approved.

4. Stakeholder Engagement and Communication

  • Serve as the primary interface between project stakeholders-including executive sponsors, business owners, technical teams, third-party vendors, and end users.
  • Lead recurring project status meetings, executive briefings, and cross-functional coordination sessions, ensuring transparency and accountability at all levels.
  • Foster a culture of collaboration and proactive communication across geographically distributed teams.

5. Quality Assurance and Post-Migration Success

  • Define and enforce comprehensive quality assurance measures to validate data integrity, application performance, and system stability post-migration.
  • Conduct thorough project close-out procedures, including post-implementation reviews, knowledge transfers, and documentation of lessons learned to inform future initiatives.



Required Skills and Qualifications:

  • Minimum 8 10 years of progressive experience in project management, with at least 5 years in managing large-scale technical migration projects.
  • Deep familiarity with system modernization, legacy application decommissioning, cloud migrations, and data center transformations.
  • Expert-level proficiency in Microsoft Project for scheduling, resource tracking, and performance reporting.
  • Strong command of project management principles, including PMBOK knowledge areas such as integration, scope, time, cost, quality, human resources, communication, risk, procurement, and stakeholder management.
  • Demonstrated ability to manage multiple workstreams, competing priorities, and dynamic project requirements in high-pressure environments.
  • Outstanding leadership, negotiation, and interpersonal skills with a focus on cross-functional collaboration and executive-level reporting.
  • Coordinate test resource management, scheduling, and execution oversight to ensure seamless migration of PERL-based applications onto new AIX servers.

  • Align test strategy with DoIT's security objectives to validate successful migration of business-critical systems.

  • Strong analytical mindset with an ability to troubleshoot complex issues and make data-informed decisions.



Preferred Qualifications:

  • Project Management Professional (PMP ) certification issued by the Project Management Institute (PMI).
  • Familiarity with Agile, Scrum, and hybrid delivery models; SAFe certification is a plus.
  • Experience managing migrations within highly regulated sectors such as healthcare, government, education, or financial services.
  • Working knowledge of tools such as JIRA, Azure DevOps, Smartsheet, Confluence, and SharePoint.
  • Technical knowledge of infrastructure architecture, databases, APIs, cloud platforms (e.g., Azure, AWS), and system integration best practices is a strong advantage.
