Description of Services

  • Texas Health and Human Services Commission (HHSC) is seeking two (2) experienced Business Analyst 2 professionals to support the Business Automation and Social Services Applications (SSA) division.
  • The selected candidates will perform senior-level business analysis activities in support of eligibility systems such as TIERS, SSP, EST, and related HHSC systems. This includes interpreting and analyzing business policies and procedures, defining and documenting system-related business requirements, supporting continuous improvement, and contributing to quality assurance processes.

  • All work products resulting from this engagement shall be considered "works made for hire" and are the property of HHSC. All selected candidates may be subject to background checks as required by Texas law. No fees will be paid for interviews or discussions during the candidate selection process.

Key Responsibilities

  • Analyze and evaluate complex business systems and user needs to align with overall business strategies.
  • Collaborate with business areas and external stakeholders to define system-related business requirements.
  • Translate business needs into technical documentation including business rules, functional requirements, and specifications.
  • Conduct root cause analysis and develop corrective action plans for IT systems and business processes.
  • Participate in and contribute to the development and implementation of quality assurance processes, performance measures, and standards.
  • Mentor and provide guidance to SSA staff and stakeholders.
  • Perform peer reviews of documentation and provide feedback on project deliverables (charters, design docs, test plans, risk assessments).
  • Create and maintain technical and functional documentation to support system enhancements and production support.
  • Prepare reports and communications for senior leadership, internal teams, and external audit requests.
