Position: Oracle HCM Payroll Functional Consultant
Location: Washington DC
Duration: Long term

Job Summary:

We are looking for a highly skilled Oracle HCM Payroll Functional Consultant to join our team.
This role involves working directly with clients to analyze business requirements, design payroll solutions, configure the Oracle HCM Cloud Payroll module, and support testing and deployment activities. The ideal candidate will have deep functional knowledge of Oracle Cloud Payroll, strong understanding of HR and payroll processes, and hands-on experience delivering end-to-end implementations.

Key Responsibilities:
Gather and analyze business requirements related to payroll processes.
Design and configure Oracle Cloud Payroll to meet business and statutory requirements.
Set up payroll elements, fast formulas, earnings, deductions, and balances.
Support data migration and validation using tools like HDL (HCM Data Loader) and PBL (Payroll Batch Loader).
Conduct functional testing including parallel runs, retro pay, and year-end processes.
Collaborate with HR, Finance, and technical teams to ensure smooth payroll operations and integrations.
Provide functional support during UAT, go-live, and post-implementation phases.
Troubleshoot and resolve payroll issues or errors in a timely manner.
Prepare functional design documents (FDs), test scripts, and user training materials.
Ensure compliance with local tax regulations and payroll reporting requirements.

Required Qualifications:

Bachelor s degree in Human Resources, Information Technology, or related field.
5+ years of experience as a Functional Consultant in Oracle HCM Cloud.
Strong experience with Oracle Payroll (Cloud or EBS), including configuration and support.
Good understanding of payroll compliance, statutory deductions, and reporting (US, UK, Canada, or region-specific).
Proficient in using Oracle tools such as Fast Formulas, HCM Extracts, and HDL.
Strong analytical, documentation, and communication skills.
Ability to work in a client-facing, collaborative team environment.

Preferred Qualifications:

Oracle Cloud HCM Payroll Certification.
Experience with Oracle Time and Labor (OTL) or Absence Management.
Familiarity with integrations using Oracle Integration Cloud (OIC).
Knowledge of payroll processes in multi-country or global environments.
Experience in Agile or Waterfall project delivery methodologies.
