Job Summary: Talent Software Services is in search of a Program Manager Tech for a contract position in Redmond, WA. The opportunity will be six months with a strong chance for a long-term extension.

Position Summary: The ideal candidate has a strong background in cybersecurity, compliance, and cloud governance, with proven experience managing compliance programs. The ideal candidate excels at prioritizing security backlogs, coordinating Agile/Scrum workflows, and tracking commitments in Azure DevOps (ADO) to ensure accountability and measurable progress. The role requires strong communication, organisation, and stakeholder management skills to collaborate effectively across teams. A proactive, detail-oriented mindset and the ability to balance strategic alignment with hands-on delivery are key to success in this role.

Primary Responsibilities/Accountabilities:

  • The Technical Program Manager (TPM) plays a pivotal role in driving execution, coordination, and operational excellence across companies' engineering compliance and cybersecurity programs. Acting as Scrum Master for the team, the TPM facilitates daily standups, retrospectives, and sprint planning, ensuring clarity of priorities, accountability, and measurable progress. The role requires a solid background in cybersecurity and compliance frameworks to effectively coordinate initiatives aligned with the company's security and compliance policies in the company's division.
  • The TPM is responsible for prioritizing security backlogs across multiple companies' engineering teams, driving alignment during sprint planning to ensure that cybersecurity-related work is properly scoped, scheduled, and tracked. This includes maintaining visibility into sprint commitments, proactively identifying dependencies and blockers, and ensuring the timely delivery of compliance and remediation milestones. The TPM partners with engineering leads, DRIs, and program owners across the company to coordinate activities, track remediation ETAs, manage dashboards, and ensure readiness for quarterly compliance and accessibility reviews.
  • Additionally, the TPM supports the creation of documentation and reports for monthly compliance business reviews, providing transparency to leadership on progress, risks, and key metrics. The role ensures adherence to process rigour by maintaining proper tracking and traceability in Azure DevOps (ADO) boards and Power BI dashboards, supporting evidence collection, and upholding audit-readiness standards. Operating across technical, legal, and policy domains, the TPM serves as a bridge between multiple teams, driving unified progress toward durable, secure, and compliant engineering practices.

Qualifications:
  • 5+ years of experience in technical program management, preferably within cybersecurity, compliance, or regulated environments.
  • Strong understanding of security controls, risk management, and frameworks such as NIST SP 800-53, NIST AI RMF, or ISO 27001.
  • Demonstrated experience managing or supporting compliance programs.
  • Proven ability to prioritize and manage security backlogs and drive alignment during sprint planning across multiple engineering teams.
  • Hands-on experience facilitating Agile/Scrum ceremonies (standups, retrospectives, sprint reviews, backlog grooming).
  • Proficiency with Azure DevOps (ADO) for task management, tracking, and reporting using Power BI.
  • Strong organisational and stakeholder management skills, with the ability to communicate effectively across technical and business audiences.
  • Ability to translate technical compliance and cybersecurity requirements into actionable engineering work items.
  • Experience producing dashboards, reports, and documentation to communicate compliance status, risks, and metrics to leadership.
  • Demonstrated commitment to collaboration, transparency, and continuous improvement in fast-paced, cross-functional environments.
  • Candidates with data governance and ideally with migration from one platform to another experience
  • Experience with ADO
  • Program-related process development experience
  • Similar company tooling experience
  • Prior company experience
  • Self-management experience/initiative
  • Power BI's dashboards and data analytics experience
  • Communication Skills / Presentation skills
  • Azure DevOps Agile Tracking as Scrum Master (10+ YOE)
  • Data analysis in Data Explorer (10+ YOE)
  • Reporting in ADO dashboards and Power BI (10+ YOE)
