Position Overview:

CalPERS Investment Office seeks a Senior Technical Specialist to provide full-lifecycle application development, technical support, and maintenance of critical investment management systems, including the Charles River Investment Management System (CRIMS) and Investment Data Processing (IDaP). The consultant will play a key role in supporting business-critical trading, integration, and data tools, ensuring alignment with technical best practices and CalPERS operational needs.


Key Responsibilities:

Deliverable 1: Analysis and Design

  • Analyze business requirements and recommend technical solutions.

  • Estimate level of effort for enhancements and defect resolution.

  • Provide technical guidance for existing applications and interfaces.

Deliverable 2: Development and Testing

  • Develop/support data integrations and file transfers between CalPERS and external vendors.

  • Collaborate on Azure Cloud development efforts and CRIMS upgrades.

  • Create and maintain documentation for system enhancements and changes.

  • Follow Change Management processes for production deployments.

Deliverable 3: Application Support

  • Provide daily support and monitoring for CRIMS and IDaP platforms.

  • Troubleshoot and resolve issues for business units including Equities, Fixed Income, and Operations.

  • Log and track production issues and provide regular updates to project stakeholders.

Deliverable 4: Knowledge Transfer

  • Ensure comprehensive documentation of work.

  • Participate in scheduled knowledge transfer sessions with CalPERS staff.

Minimum Qualifications (All Required):

  • 10+ years supporting critical investment management systems, SDLC, and documentation.

  • 10+ years of experience with C#, object-oriented development, and PGP encryption/decryption.

  • 10+ years developing/supporting software using .NET and SQL Server.

  • 5+ years of experience with advanced Excel Macros, Add-ins, and MS Access.

  • 5+ years of experience in technical project management.

  • 5+ years of SQL performance tuning experience.

  • 5+ years developing SSRS and/or Crystal Reports.

  • 5+ years developing interfaces with investment platforms (e.g., Blackrock Aladdin, Charles River, State Street).

  • 3+ years of experience with Azure-hosted application environments.

  • 3+ years of experience using HTTPS and SFTP/FTP tools.
