Senior Business Analyst - DCF CCWIS Project

The Opportunity: Seeking experienced Senior Business Analyst for the critical Comprehensive Child Welfare Information System (CCWIS) Project. This is a unique opportunity to contribute significantly to a vital public sector project, working jointly with internal staff, state IT teams, and third-party vendors.

Key Responsibilities: As a Senior Business Analyst, you will be instrumental in driving the business analysis activities for the DCF CCWIS Project through its execution. Your responsibilities will include:

  • Identifying business and technical needs of the department.
  • Modeling business and solution needs in accordance with EPMO standards.
  • Understanding the portfolio, program, and projects at strategic, initiative, and deliverable levels.
  • Determining and managing the appropriate business analysis strategy for given initiatives.
  • Conducting Business Analysis according to ADS EPMO standards.
  • Ensuring compliance with Agency, State, and Federal requirements related to business analysis.
  • Collaborating effectively with stakeholders across various levels, functions, cultures, and geographies.
  • Managing communications vertically and horizontally to ensure the success of business analysis activities.
  • Mediating between project stakeholders to facilitate consensus and progress.
  • Proactively contributing to the continuous improvement and maturation of business analysis within the portfolio.
  • Working with the project team to ensure all deliverables meet quality standards, are executed successfully, and completed on time, within scope, and within budget using State-approved principles.
  • Performing duties consistent with the directives of the State Business Analysis Manager and objectives set forth in project documents.

Required Qualifications:

  • Minimum of 10 years of applicable experience as a Business Analyst.
  • Demonstrated experience in Business Analysis with Government projects.
  • Expertise in User Story Development.
  • Proven ability to create systematic and consistent requirements specifications in both technical and user-friendly language.
  • Experience with system replacement and/or upgrade projects.
  • Strong understanding of project management principles, including planning, organizing, and managing resources.
  • Prior experience using Azure Dev Ops.
  • Ability to work full-time during working hours (7:45 AM - 4:30 PM EST).

Preferred Qualifications:

  • Experience planning and/or implementing CCWIS (Comprehensive Child Welfare Information System) and/or Child Welfare Systems with other states and entities.
  • IIBA certification at the CCBA or CBAP level.
  • Prior experience working with the State of Vermont.
