Title: Vice President of Operations
Location: Hybrid (Remote/Reston, VA)

Position Summary
CyberData Technologies is seeking a seasoned and results-driven Vice President of Operations to oversee the performance, lifecycle management, and successful delivery of its federal contract portfolio. This executive role will serve as the primary point of accountability for contract health, client satisfaction, and operational execution, with direct oversight of CyberData s flagship program and responsibility for mentoring a team of program managers across the enterprise.

The VP of Operations will work in close coordination with the CEO and Board of Directors, delivering monthly and quarterly PMRs, driving operational excellence, ensuring compliance with FAR/DFARS regulations, and supporting long-term strategic growth. This role demands a leader who combines federal contracting expertise with strong interpersonal, leadership, and organizational capabilities.

Key Responsibilities

  • Serve as the senior operational leader and program manager for CyberData s flagship federal contract, ensuring successful delivery, risk management, and performance outcomes.
  • Lead the monthly and quarterly Program Management Reviews (PMRs), preparing and briefing both internal executive stakeholders and external government customers.
  • Monitor the overall health, lifecycle, and execution of all contracts, acting as the central point of escalation and accountability for delivery excellence.
  • Manage and mentor a team of program managers responsible for CyberData s growing federal portfolio, providing coaching, operational oversight, and staffing support.
  • Drive operational participation in business development, ensuring program staff are actively identifying emerging customer needs, contributing to capture intelligence, and assisting in the development of technical proposal content.
  • Collaborate with executive leadership to shape strategic initiatives, long-term planning, and operational scaling efforts.
  • Develop and implement performance metrics, quality controls, and continuous improvement strategies to ensure customer satisfaction and compliance.
  • Ensure full compliance with all applicable federal regulations, including FAR, DFARS, and agency-specific contracting guidelines.
  • Coordinate across functions contracts, compliance, legal, HR, finance to ensure accurate reporting, resource planning, and contract adherence.
  • Engage regularly with government CORs, COs, PMs, and technical stakeholders to build strong, trusted relationships and resolve operational issues.
  • Support proposal efforts, including pricing strategy, past performance shaping, staffing models, and delivery narratives.
  • Identify operational risks and implement mitigation strategies across programs.

Qualifications

  • 10+ years of progressively responsible experience in federal government contracting operations, with demonstrated leadership in program and contract management.
  • Direct experience leading large-scale contracts and cross-functional delivery teams within the DoD, NIH, HHS, DHS, or similar agencies.
  • In-depth knowledge of federal acquisition processes, including the FAR, DFARS, and GSA schedules or IDIQ contracts.
  • Demonstrated success briefing internal boards and executive leadership, including structured performance reviews and strategic updates.
  • Track record of implementing delivery models that improve performance, retention, and customer satisfaction.
  • Strong financial and operational acumen, with experience in contract financial health, forecasting, and portfolio-level P&L management.
  • Excellent written and verbal communication skills, with a polished executive presence.
  • Ability to obtain and maintain a government clearance.

Preferred Qualifications

  • PMP, ITIL, or other industry-recognized certification.
  • Prior experience as a PM, Deputy PM, or Director of Programs overseeing high-value task orders or complex multi-site contracts.
  • Familiarity with tools such as Microsoft Project, SharePoint, ServiceNow, or Jira.
  • Background in IT services, cybersecurity, software development and engineering, or program modernization within a government setting.
