Position Summary

The Mid-level IT Business Analyst will support independent verification and validation (IV&V) activities for HHS ASFR Division of Information Solutions (DIS) grant management systems including GrantSolutions, Grants.gov, and TAGGS.

This position performs business analysis, requirements gathering, system evaluation, and documentation activities to ensure DIS technology systems meet contractual requirements and business needs.

 

Minimum Qualifications

Education: Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field

Experience: Minimum 4 years of experience in business analysis, systems analysis, or related IT field

Clearance: Ability to obtain and maintain NACI background clearance

Security: Experience working with PII/PHI data in FISMA Moderate environments

 

Required Skills and Knowledge

Technical Skills:

Proficiency in business process analysis and requirements documentation

Knowledge of Systems Development Life Cycle (SDLC) methodologies

Experience with Agile development processes and Scrum frameworks

Familiarity with relational database concepts and client-server architectures

Understanding of federal grant management systems or similar enterprise applications

Experience with testing and quality assurance processes

Proficiency in Microsoft Office Suite, Visio, SharePoint

Domain Knowledge:

Knowledge of IV&V methodologies and best practices

Understanding of federal IT systems and compliance requirements

Familiarity with HHS or other federal agency operational environments

Knowledge of FISMA compliance requirements

 

Primary Responsibilities

Independent Verification and Validation (IV&V) Activities:

Support IV&V of DIS technology systems and processes

Assist with system monitoring and evaluation activities

Review and analyze system functionality against requirements

Document findings, issues, and recommendations

Support testing activities including test case development and execution

 

Key Performance Indicators

Accuracy and completeness of requirements documentation

Quality of analysis and recommendations

Timeliness of deliverables

Stakeholder satisfaction

Contribution to successful IV&V outcomes

 

Systems and Tools

Grant Management Systems: GrantSolutions, Grants.gov, TAGGS

Testing Tools: SOAP UI, JMeter, LoadRunner

Collaboration Tools: SharePoint, Microsoft Teams, JIRA.
