Title: Project Manager
Duration: One-year engagement expected, hybrid on-site/telework (3 days in the office)
Location: Richmond, VA

ABOUT THE ROLE
- The Project Manager will report directly to the Project Management Office (PMO) Director and lead multiple, complex IT initiatives within the modular Medicaid Enterprise System (MES).
- The Project Manager will initiate, plan, execute, monitor/control, and close projects as assigned and by state/federal regulations and industry best practices. The Project Manager will propose innovative solutions and business process improvements, manage project risks and issues, work independently within the PMO structure, and curate project organizational process assets and reports.
- The incumbent will also provide counsel and advice to the PMO Director on all operational issues within PMO, including, but not limited to, staffing, contracts, meetings, and process improvements. The position will ensure streamlined activities within PMO based on the priorities of the Director and the Executive Leadership Team (ELT), including ensuring project deadlines are met and technical/operational issues are elevated and resolved when necessary.
- The candidate will interact and coordinate with all levels of DMAS, including external vendors, federal partners, and oversight entities, including the Centers for Medicare and Medicaid Services (CMS), Virginia IT Agency (VITA), Virginia Office of the Attorney General (OAG), and others.
- Exp with Agile and Waterfall software development concepts
- 10 Years Exp with senior-level Project Management practices and principles; Project Management Life Cycle (PMLC)
- 10 Years Exp with Systems Development Life Cycle (SDLC)
- 10 Years of Experience with successfully leading project teams through implementations, including at least one successfully led project of $1M or higher.
- 10 Years Project Management Professional (PMP) certification, MITA Architecture, Desired Vendor management and contract oversight highly desired
- 5 Years of working knowledge of the Advance Planning Document (APD) process for obtaining federal grants from CMS is highly desired
- 5 Years of knowledge/experience with MS Project, including creating, managing, analyzing, and reporting on integrated project schedules. Highly desired
- 10 Years Working knowledge of or experience with Medicaid and/or other health claims processing systems. Highly desired
- 5 Years of Health information exchanges and system interoperability
