- Supervisory Information Technology (IT) Specialist and technical authority for all aspects of complex, high level, or high visibility IT software and systems. This includes software, hardware, training, installation, and database administration.
- Coordinates maintenance and support activities of major finance and/or accounting automated information systems with IT specialists, project managers, and functional users to ensure system adequacy and efficiency.
- Uses prior personal experience and knowledge and state-of-the-art information to perform studies to monitor and improve or enhance major automated information systems.
- Develops qualitative and quantitative measures of effectiveness in meeting project goals and provides input into development of project objectives and plans, statements of work, and technical proposals.
- Briefs management on strategies to be used to exploit and implement new developments and advanced techniques in the area of software development, design, and maintenance.

QualificationsBasic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. - Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
- Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
- Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
- Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.
In addition to meeting the basic requirement: Qualified applicants must possess one year of specialized experience equivalent to the next lower grade
(GS-12) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized experience is defined as: Experience developing business processes surrounding the software development life cycle of IT software and systems, including analysis, design, development, programming, testing, deployment, monitoring, and maintenance of IT software and systems; experience participating in structured project management activities in regard to IT software and systems.
