IO Datasphere, Inc. has been providing project management, software development and IT staff augmentation services to our clients in the Midwest and throughout the U.S. since 1996. We are an approved vendor on contract to provide software development and IT staff augmentation services for the States of Illinois, Michigan, Minnesota, Iowa, and Wisconsin. We also provide these services to businesses, as well as local and county governments, in the Midwest and nationwide.
Our client is looking to hire a Business Analyst. This position will assist with other client departments which administers a variety of programs to assist low-income individuals and families move towards self-sufficiency. This position is responsible for defining and implementing the business process changes that must be made to the CWW, W-2 and related programs information systems in relationship to changes in program policies and procedures, federal reporting, financial reporting, program monitoring, contracts, and audits. The position is also responsible for writing operation memoranda to explain to agency workers what is changing, how the associated new functionality will work and how the worker should enter information.
Tasks
- Identifying and creating system business requirements for system changes needed because of new federal law and regulations, state law or administrative rules as well as W-2 and related programs policies. The changes will need to be incorporated into the major information systems that support W-2 and related programs, including:
- Manage all aspects of major comprehensive information technology projects for CWW, W-2 and related programs.
- Ensure that all phases of the software development life cycle are completed according to the needs of the business area, and all other project management responsibilities including documenting decision making, briefing bureau, division, and department management on the status of projects, resolving conflicts between project partners, communicating with stakeholders on complex topics, and post-implementation tasks.
- Work on projects with other departments / divisions.
- Work extensively with other Departments and its technical staff to ensure coordination of its programs/initiatives.
- Use knowledge and experience to assist the employees and other experienced Program and Policy Analysts in their day-to-day duties.
- Reviews, analyzes, and evaluates business systems and user needs.
- Writes operation memoranda and help text for agency workers to learn how to use new functionality.
- Formulates systems to parallel overall business strategies.
- Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc.
- Develops RFPs.

NOTE: Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. Local candidates preferred. This position is currently remote. However, position status is subject to change. (90% remote 10% onsite as needed) Onsite work is not likely, but candidate should be prepared to come onsite if required. Part time (25 hours per week) can be flexible with 5 hours per day or 3 full days per week, etc.
Location: Madison, WI (100% Remote from within the State of Wisconsin. May be asked to be on-site occasionally with sufficient notice)

Skills Required:
- 8 years - Leads automation activities, including but not limited to analyzing IT business systems; requirements gathering, writing technical documents such as operational memos and help text, metrics, checklists, user guides and manuals
- 8 years - Experience with Lead User Acceptance Testing, scenario creation and defect identification and tracking
- 8 years - Experience as Workgroup Facilitation Lead for system projects
- 8 years - Experience evaluating system development procedures used to verify that programs function according to user requirements and conform to establishment guidelines
- 8 years - Experience acting as a liaison between business/program areas and IT developers and IT project managers.
- 8 years - Experience facilitating meetings relating to IT/IS maintenance, enhancements or projects as well as participate in such meetings as a subject matter expert on behalf of the business/program area
- 5 years - Experience recommending program improvements or corrections to programmers/developers. Identifies differences standards.
