We are seeking an experienced Business Analyst III with strong Agile Product Ownership experience to support a large-scale provider enrollment and management system modernization project. The ideal candidate will combine deep business analysis expertise with agile delivery skills to drive technology enhancements that improve user experience, streamline workflows, and ensure compliance with state and federal regulations.
This role involves working closely with internal program teams, technical developers, and vendor resources to define functional and non-functional requirements, maintain a healthy product backlog, and deliver high-quality, scalable system enhancements.
Key Responsibilities
- Analyze program policies, procedures, and business processes to assess their impact on technical systems.
- Collaborate with stakeholders to gather, validate, and document business requirements and translate them into actionable technical solutions.
- Serve as Product Owner on Agile teams, ensuring backlog prioritization, user story definition, and sprint deliverable alignment with business objectives.
- Review and approve technical deliverables including business requirements, design documentation, and test plans.
- Create detailed User Stories and Acceptance Criteria following Agile best practices.
- Develop and execute test scenarios, use cases, and exit criteria tied to documented business requirements.
- Review and execute test cases using testing management tools, ensuring proper validation of system functionality.
- Identify and mitigate project risks and issues; report progress, blockers, and key decisions to leadership.
- Conduct business process reengineering to identify efficiency improvements and automation opportunities.
- Facilitate stakeholder meetings, sprint reviews, and status presentations.
- Coordinate schedules, track deliverables, and ensure all project milestones are completed on time.
- Collaborate with cross-functional teams to ensure data accuracy, system integrity, and adherence to compliance standards.
Required Qualifications
- 8+ years of experience as a Business Analyst and Agile Product Owner on application/software development projects.
- 8+ years of experience working in Agile/Scrum environments with iterative delivery cycles.
- 8+ years of experience performing complex business analysis and authoring technical documentation.
- 8+ years of experience reporting project status, including risks, issues, and decisions, to senior management.
- 8+ years of experience developing and executing test plans, test scenarios, and exit criteria.
- 8+ years of experience using testing management tools and project tracking tools such as Jira, Azure DevOps, or similar.
- 8+ years of experience writing and approving user stories, defining acceptance criteria, and managing Agile backlogs.
- 8+ years of experience working with Microsoft Office Suite (Word, Excel, Teams, PowerPoint, Project).
- 8+ years of experience reviewing vendor-provided documentation and validating technical deliverables.
- 8+ years of experience identifying, analyzing, and mitigating project risks and issues.
- 8+ years of experience communicating clearly with both business and technical stakeholders.
- Experience with claims processing, healthcare systems, or large-scale eligibility/enrollment systems.
Preferred Qualifications
- 4+ years of experience with state Medicaid programs or healthcare business processes.
- 2+ years of experience working on provider enrollment or credentialing system projects.
- Knowledge of state or federal healthcare program policies, business rules, and system integrations.
