Job Title: IT - SCDPS - Internet / Web Engineer - Project Lead

Location: Blythewood, South Carolina

Position Type: C2C/W2

Duration of the Contract: 12 months

Project Scope:
The project includes the design, development, and deployment of a modern SharePoint Online Employee Resource Hub within Microsoft 365. The intranet will centralize internal communication, collaboration, and access to resources for all divisions and staff.

Scope includes:

Design & Branding: Develop a unified, accessible, and mobile-responsive design aligned with agency branding. Include dynamic homepage elements (rotating banners, quick links, events, and announcements).
Development & Configuration: Build a SharePoint hub site structure with divisional pages, employee features, HR and IT resources, news, onboarding, and training areas. Enable search, content scheduling, embedded media, forms, and analytics.
Security & Compliance: Configure Azure AD authentication, single sign-on, and align with cybersecurity, accessibility, and data retention standards.
Testing & Training: Conduct functional and UAT testing; provide documentation and administrator training.
Deployment & Support: Launch the site, migrate approved content, configure permissions, and provide post-launch support and maintenance.

Key Responsibilities:

Contractor

Design and implement SharePoint architecture, pages, and workflows.
Customize site functionality to meet organizational needs.
Ensure compliance with state security and accessibility standards.
Conduct testing, training, and documentation.
Manage project execution, communication, and delivery timelines.
Provide technical and post-launch support.

Internal Project Team

Assign project and technical leads for oversight and approvals.
Provide branding assets, content, and stakeholder feedback.
Review and approve designs, milestones, and deliverables.
Coordinate security, infrastructure, and change management processes.

Required Skills & Experience:

5+ years of experience designing, developing, and maintaining SharePoint Online Sites
3+ years of experience with Teams or SharePoint administration within O365
3+ years of experience with Entra and AD
5+ years of experience of HTML and CSS within SharePoint Online

Preferred Skills:

Experience with UI/UX within SharePoint
Previous experience developing SharePoint sites within the Department of Administration shared services for SC state agencies
