Job Title: Technology Analyst (Monarch ADMS/OMS)
Location: Sacramento, CA
Duration: 12 months

Scope of Work

The Technology Analyst will provide critical production support and technical expertise for Monarch ADMS (Advanced Distribution Management System) and OMS (Outage Management System) applications. This role requires a strong background in IT system management and real-time control systems typically found in utility environments, combining technical troubleshooting, system maintenance, and effective communication skills to ensure optimized system performance and reliability.

Key Responsibilities

  • Provide day-to-day production support for Monarch ADMS and OMS applications to ensure continuous availability and operational stability of mission-critical systems.

  • Troubleshoot and resolve technical issues by employing root cause analysis, documentation, prioritization, and collaboration with technical teams and end-users.

  • Perform system maintenance, configuration management, and performance monitoring to ensure secure and efficient operations.

  • Test software updates, patches, and enhancements; validate functionality and collaborate on resolution plans for identified issues.

  • Translate complex technical concepts into clear, concise communication for both technical and non-technical stakeholders.

  • Deliver Windows desktop support for Monarch application users to resolve workstation and application issues promptly.

  • Develop and maintain technical documentation (specifications, data flow diagrams, workflows) in line with departmental standards.

  • Collaborate with functional teams to design test scenarios, write test plans, and prepare test scripts for quality assurance.

  • Build and maintain effective working relationships across diverse teams to achieve common goals.

  • Manage multiple priorities while maintaining attention to detail, structured documentation, and timely reporting.

  • Submit weekly status reports on progress, challenges, and deliverables.

  • Support additional project assignments and enhancement requests as needed.

Mandatory Requirements (Pass/Fail)

Proposed resource must meet the following:

  • Bachelor s degree in Computer Science, Systems Engineering, Engineering, or related field OR minimum of 3 years experience in networking, security, virtual environments, and Windows operating systems.

  • Minimum 2+ years of Monarch ADMS and OMS experience (on Windows OS).

Technical Requirements

Resumes must demonstrate qualifications in the following areas:

  • 2+ years of electric utility experience.

  • Basic GIS knowledge: understanding of electrical maps and their electronic components.

  • Experience with MongoDB.

  • Technical understanding of networking and security.

  • Technical understanding of Windows operating systems, virtual environments, and systems integration.
