Description

SAIC is seeking a Data Architect to support our customer. This position will work directly with a Chief Data & Artificial Intelligence Officer (CDAO) to develop guidance for data standards, metadata guidelines, and cloud data architecture. The role will involve formulating strategies aligned with data lifecycle management, data products, data mesh frameworks, and data engineering processes.

Key Responsibilities:
  • Develop architectural strategies for data modeling, design, and implementation to meet enterprise data management plan requirements.
  • Work closely with government customers and relevant stakeholders to validate and refine customers' data requirements.
  • Assist the ODNI CDAO in providing strategic direction and technical expertise, contributing to Data governance board and data working groups.
  • Develop data implementation roadmaps and standards for interoperability, data cataloguing, datasets, data quality, and entity attributes, enabling comprehensive management of ODNI's dataset inventory and enhancing data literacy across the organization.
  • Formulate and deliver long-term strategic goals for data architecture in collaboration with data owners, mission managers, and stakeholders.
  • Design and implement robust data solutions to support the ingestion, curation, storage, and retrieval of agency mission, business, and intelligence community (IC) data.
  • Participate in data standards committees, driving and managing operational data standards, including the investigation, implementation, improvement, and conversion of legacy data standards.
  • Provide leadership on complex projects, overseeing project work plans, milestone tracking, and coordination of efforts.
  • Create and implement data business rules, data lifecycle management strategies, and data mapping documents, assisting customers in the transition from legacy data models to target data models.
  • Contribute to and collaborate on executive-level briefings for the ODNI CDAO and develop best practices, processes, and standards for data migration.
  • Collaborate with technical directors, enterprise architects, cloud engineers and security engineers.
  • Leverage strong data architecture and analytical skills to successfully meet job requirements.

Qualifications
  • Current TS/SCI with Poly is required.
  • Bachelor's degree in Computer Science, Computer Engineering, or relevant STEM field.
  • 10+ years of total professional experience in a technical setting, with at least 5 years as a Data Architect, Data Engineer, Data Analyst or in a related role.
  • Experience in developing requirements for the integration of data services, data cataloging, and data management plans.
  • Active participation in data standards committees, managing and improving operational data standards, and converting legacy data standards.
  • Proficient in creating data mapping documents and assisting customers in mapping legacy data models to target data models.
  • Expertise in applying new data technologies, data management processes, system analysis principles, process engineering concepts, and assessing data solutions for compliance with guidelines and policies.
  • Comprehensive understanding of maintaining data dictionaries, data provenance, data models, and data catalogs in an enterprise IT environment.
  • Experience with programming languages such as Python, Java, SQL, and cloud technologies (e.g., AWS, Azure, Google & Oracle).
  • Ability to work in a dynamic and fast-paced mission environment, balancing competing priorities and schedules.

    Desired Skills:
    • Depth of experience in data science, including proficiency with programming languages (e.g., Python, SQL), statistical programs (e.g., R, MS Excel), and data visualization tools (e.g., Tableau, Power BI, QlikView).
    • Database administrator certification (AWS, Microsoft, Oracle, or MongoDB).
    • Demonstrated experience with data architecture tools such as ER/Studio, Erwin, or Lucid Chart.
    • Experience working in DataOps, Agile and DevSecOps environments.
