. DESCRIPTION OF SERVICES


Texas Health and Human Services Commission requires the services of 1 Database Administrator 3, hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator 3, Data/Database Administration and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Enters codes to create production data base. Selects and enters codes of utility program to monitor database performance, such as distribution of records and amount of available memory. Directs programmers and analysts to make changes to data base management system. Reviews and corrects programs. Answers user questions. Confers with coworkers to determine impact of data base changes on other systems and staff cost for making changes to data base. Modifies data base programs to increase processing performance, referred to as performance tuning. Workers typically specialize in one or more types of data base management systems. Providing assistance in the planning, development, maintenance, and monitoring of integrated database systems, and ensuring that the conceptual and design phases of new applications are consistent with the structural parameters within the database environment. Evaluates users' requests for new data elements and systems, incorporates them into the existing shared data environment, and provides technical assistance. Coordinates the use of data to ensure data integrity and control redundancy, loads databases, and reorganizes as needed. Performs data modeling and prototyping. Performs logical and physical data modeling, designs relational database models, and creates physical data models from logical data models. Performs security recovery procedures. Determines and implements database search strategies and storage requirements. Maintains data dictionary ensuring uniformity of definitions and sets standards for use of data dictionary. Monitors database performance and recommends efficiency improvements. Creates test database environment for applications section, including the creation of necessary libraries and procedures. Executes the procedures necessary to save, retrieve, and recover databases from hardware and software failures within established procedures. Assists with determining, implementing, and enhancing standards on database security and with monitoring agency disaster recovery procedures and systems. Assists with the installation of database software and with analyzing, designing, and implementing databases. Assists in benchmarking and threshold testing of databases and with establishing and controlling necessary database security. Assists in the selection of database management software. Experience in computer systems analysis or computer programming work. Knowledge of the principles, practices, and techniques of computer programming and systems design; of computer operations, systems, and procedures; of project control and cost estimating techniques; of computer programming languages; of data processing flowcharting techniques; of database structures and theories; and of current database technologies. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that user interfaces for database administration and inputting, viewing, outputting data(via reports) are compliant with accessibility standards. Provides support to users in obtaining data / information when EIR Accessibility issues arise.

We are seeking a Senior Database Developer with 10+ years of experience in Microsoft Access and cloud-native SQL to lead the migration of legacy Access databases into modern, high-performance SQL platforms. This role will work closely with program users to analyze existing data structures, design and execute schema transformations, ETL pipelines, validation checks, and cut-over plans, and guide stakeholders through a seamless data transition.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience
10 Required Proven experience in designing, developing, and maintaining advanced MS Access databases, including the creation of normalized table structures, sophisticated queries for data extraction and manipulation, intuitive data entry forms, and comprehensive rpts
10 Required Expert-level relational database design, normalization, ER modeling, schema refactoring, and translating Access data models into scalable SQL schemas
10 Required Experience with Microsoft Access, including table design, complex queries, forms, reports, and Skilled in leveraging VBA for custom functionalities and workflow automation
10 Required Experience with migrating legacy databases into at least one major cloud SQL service (Azure SQL Database/Managed Instance. PostgreSQL, AWS RDS for SQL Server/MySQL)
8 Required ETL tool experience with SSIS, Azure Data Factory, AWS Database Migration Service (DMS), or equivalent
8 Required creating migration runbooks, data dictionaries, technical documentation, and delivering training or knowledge-transfer sessions
8 Required Experience with RDBMS admin/console tools such as TOAD, SSMS and/or SQL Developer.
8 Required Configuring data integration and batch processing solutions in Azure Data Factory and/or SSIS; monitoring data ingestion processes and performance; review query plans and identify problem areas in execution plans.
8 Required Migrating data from legacy database to new target database
6 Preferred Hands-on experience with CI/CD methodology, GitHub, JIRA
6 Preferred Hands-on experience with data visualization/reporting tools such as Power BI, Tableau
6 Preferred Hands-on experience with Agile Development Methodologies
3 Preferred Prior experience in healthcare or Public Health
3 Preferred Experience implementing and using agile methodologies and best practices for 1 or more State of Texas Agencies
III. TERMS OF SERVICE
Services are expected to start 11/03/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 2000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 701 W. 51st, Austin, Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE Services are expected to start on or around November 3, 2025 and are expected to completed by August 31, 2026. Total estimated hours per candidate shall not exceed 2,000 hours for FY26.

WORK HOURS AND LOCATION

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 701 W. 51st, Austin, Texas 78751.

Position will be 3 days remote with 2 days (Thurs & Fri) required to be onsite at the location listed above. Program will only allow candidates who are LOCAL TO THE AUSTIN AREA ONLY (Within 50-mile radius). **Subject to change per the hiring team**

Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
