Job Description:

The State of South Carolina is looking for an IT Healthcare Consultant / Project Manager

Hybrid (3 days onsite, 2 days remote) & Candidate must be a CURRENT SC resident. No relocation allowed.

REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):

o Bachelor's degree in Computer Science, Engineering, Technical Science or equivalent industry experience

o Minimum of three (3) years of technical experience with IBM Cram framework; must have experience HCR and CGIS

o Cram Certification

o Experience delivering in waterfall, scrum, agile, and other methodologies

o Experience profiling and troubleshooting IBM Cram Out of the Box and custom code

o Excellent written and verbal communication skills and strong cognitive ability especially with respect to understanding, documenting, and describing complex technical subjects to both technical and non-technical business users

o Excellent problem solving skills

o Demonstrated teamwork and collaboration in a professional setting

Candidates with significant experience with Operations and Maintenance or DDI of Cram s HCR and CGIS products is mandatory. Vendors, please do not submit candidates without Operations and Maintenance or DDI experience in Cram s HCR and CGIS products. This position will utilize technical expertise to provide guidance to support the Operations and Maintenance of Cram Global Income Support (CGIS) and Cram s Health Care Reform (HCR) modules as part of the Eligibility and Enrollment Member Management Project, a large project whose team brings significant experience along with an entrepreneurial or startup attitude and approach. The team is a mixture of state personnel, industry focused information technology professionals and experienced consultants. We are seeking individuals who are highly productive, very flexible, and can work effectively in an environment where ambiguity is common. Team members are expected to contribute with minimal supervision and be self-motivated. The project demands for individuals who are strong collaborators, who want to make a positive contribution to the State of South Carolina, can understand top-level goals and objectives, and drive toward them.

This position could carry over to other projects as directed by the PMO director or Member Management Replacement Project Director.

SCOPE OF THE PROJECT:

The Eligibility and Enrolment Member Management Project is one of the largest IT projects for the State of South Carolina. It is a multi-year effort to replace the State s aging Medicaid Eligibility Determination System and other member management applications with a multi-tier application environment that requires modern technologies, technical practices and substantial collaboration with a variety of stakeholders. This system will utilize Cram s social program management platform and will be configured/implemented by the State in partnership with designated vendors. SC uses the social program management platform from Cram in the provision of services. This software combines the advantages of commercial off-the-shelf software, an enterprise platform and service-oriented architecture with the business and technical flexibility required to implement solutions to meet agency objectives.

DAILY DUTIES / RESPONSIBILITIES:

The Senior Cram Operations Consultant will serve as the on-sight technical resource for the Member Management Replacement Project leadership and team. The Senior Cram Operations Consultant is responsible for providing guidance to SCDHHS and MMRP vendors related to Operations and Maintenance of the IBM Cram software including requirements, designs and development activities/deliverables. The consultant will work with the team s business analysts, subject matter experts, system integrator and designated vendors, as well as Enterprise Services team to meet the project goals.

Duties include:

  • Serves as a technical resource, providing technical/analytical guidance to project team and vendors; provide advice on best practices for utilizing IBM Cram software for meeting stated business needs
  • Identifies, reviews, approves approaches/proposed solutions to meeting business requirements utilizing IBM Cram software; communicates risks and concerns related to proposed solutions and offers alternative solutions as appropriate.
  • Conducts demonstrations and develops proofs of concept utilizing IBM Cram software, as appropriate, to verify the feasibility of proposed IT approaches/solutions
  • Conducts and coordinates data mapping and gap analysis to determine if the IBM Cram software meets business needs
  • Ensures transition from DDI implementation to Operations is successful and knowledge is transferred to the Operations team.
  • Uses knowledge of IBM Cram framework to consult with development leads in resolving issues and meeting business requirements
  • Assists in managing work between IBM, System Integrator team, other vendors and Legacy Systems team to ensure a smooth transition between Medicaid Eligibility Determination System (MEDS) and Cram while ensuring that the legacy Medicaid Management Information System (MMIS) continues to provide the appropriate information
  • Collaborates with project leadership, business analysts, subject matter experts, technical managers and development leads on business requirements, functional and non-functional specifications, technical design specifications and integration component requirements
  • Works with the Analysis and Testing Manager, Production Manager and vendors to ensure that all deliverables are completed timely and meet quality standards
  • Reports on project status and strategies orally and in writing; communicates any known issues or risks to MMRP leadership and appropriate team members in a timely manner
  • Collaborates with SCDHHS agency staff and vendors on implementation requirements
  • Interprets, translates, and communicates highly technical concepts to both business and technical MMRP team members and stakeholders
  • Assists with technical analysis of the IBM Cram releases

PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE):

o Vendor Management experience

o Knowledge of healthcare insurance principles and processes

o Medicaid operations experience

o Public sector and/or academic environment experience is a plus

o Medicaid Management Information System (MMIS) experience
