AT&T has an opening for an NMS Network Engineer: To support a key program in AT&T's National Security business segment and support our government customers' global enterprise networks. Network Architecture provides solutions for modernizing the network components while supporting service delivery for customer requirements in a mission-focused operational enterprise. The NMS Network Engineer will provide expert knowledge of network management systems, operating systems, commercial software, government software, and full integration of toolsets and servers. This position requires office presence a minimum of 5 days per week and is only located in the location(s) posted. No relocation is offered.

Required Clearance: TS/SCI with polygraph. (#ts/sci) (#polygraph)
Required Qualifications: Candidate must have 16 years of experience that can be a combination of work history and education. (NOTE: This equates to a doctorate and 8 years of experience OR a master's and 10 years OR a bachelor's and 12 years OR an associate's and 14 years OR HS and 16 years). Must meet 8570 Information Assurance Technical (IAT) Level 2 certification requirements.

Description of Job Duties/Responsibilities:
- Provide Domain Name System (DNS), IP Address Management (IPAM), Load Balancer, and Webproxy services to end-users.
- Interface with end-users and other engineering entities.
- Maintain relevant technical documentation.
- Develop and maintain DNS, IPAM, Load Balancer, and Webproxy production system and solution, ensuring high services availability and resiliency.
- Perform lab vendor equipment, software, application, and solution evaluation, testing, integration, and security certification relevant to DNS, IPAM, Load Balancer, and Webproxy services.
- Support Tier-4 production troubleshooting of the services above.
- Develop pro-active analysis and solutions for the NMS and Operations teams.
- Leverage complex network analysis tools to identify and predict relevant services problems and aid in the post-mortem analysis of anomalies.
- Familiar with Infoblox and F5 vendor products.
- Experience in engineering, developing, and maintaining DNS, IPAM, Load Balancer, and Webproxy services.
- Experience of operations related to DNS, IPAM, Load Balancer, and Webproxy services.
- Design, plan, engineer, develop, automate, secure, document, and support the implementation and escalated support requests for delivered highly available (HA) solutions.
- Hardening, securing, and supporting Risk Management Framework (RMF) authorization and accreditation (A&A) efforts of engineered solutions.
- Automation and orchestration of common and complex activities to include testing, validation, and verification, as well as using modern tools and methods such as Ansible, Python, Terraform, and/or Windows PowerShell.
- Troubleshoot, diagnose, and resolve complex system and services issues to include Root Cause Analysis (RCA).
- System performance analysis and tuning to ensure efficient and optimally configured solutions.
- Leading engineering projects and teams through the Technical Processes of the Systems Life Cycle to meet deliverables and positive outcomes within scope and budget.
- Delivering well developed and engineered solutions as deployable packages by Operations teams to production environments with high success rate and minimal manual interaction by personnel in the process.
- Use methodologies to develop and coordinate projects and efforts using (Agile, Scrum, SDLC).
- Build and update documentation required for operations users and provide user handoff training.
- Monitor IT system, application, and network performance/availability.
- Leading engineering projects and teams through the Technical Processes of the Systems Development Life Cycle to meet deliverables and positive outcomes within scope and budget.
- Review, test & deploy DISA SCAP/STIG and customer specific security requirements.
- Delivering well developed and engineered solutions as deployable packages by Operations teams to production environments with high success rate and minimal manual interaction by personnel in the process.
- Work closely with Project Managers and Leads.

- Advanced Experience deploying and supporting Cisco ISE.
- Advanced Experience deploying and supporting Network Node Manager (NNMi).

- Advanced Experience deploying and supporting Splunk.
- Experience Supporting MicroFocus / OpenText products.
- Working knowledge of Service Now or similar ITSM.
- Must be able to work with minimal supervision to perform complex technical tasks and lead others effectively.
- Must be able to process and analyze information and trouble calls submitted by a customer (e.g., system administrator, developer, security specialist), make determinations, and provide and implement solutions.
- Proven experience automating the implementation and configuration of technologies to support large scale enterprise solution deployments and configuration management efforts.
- Hands-on experience with developing, evaluating, assessing, and refining automated testing, validation, and verifications methods.

- Familiarity with Department of Defense (DoD) Risk Management Framework (RMF) information security requirements, standards, and best practices; DoD Information Assurance Certification and Accreditation Process (DIACP) compliancy with Retina, Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) and National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 Security and Privacy Controls for Information Systems and Organizations.
- CompTIA Security+ or equivalent can meet the minimum IAT requirement for the role.
- ISC2 CISSP or equivalent is strongly preferred and exceeds the minimum IAT requirement for this role.
- Advanced system architecture, design, and integration.
- Programming experience: C, C++, C#, Java, Python, Perl, BASH scripting, PowerShell.
- Experience with databases. Ideally including Oracle and MariaDB.
- Cross platform and integration experience including Windows, RedHat Linux, Juniper, and Cisco.
