Department Overview
PG&E is seeking an Expert GIS Programmer/Analyst with a special focus on Remote Sensing and Imagery. This programmer/analyst would have a strong background in geospatial visualization and analytics working in with digital imagery, LiDAR point clouds, and video for the support of asset management and land use applications across multiple departments at PG&E.
This position would reside under the GIS Center of Excellence (GISCOE) which sits with the PG&E IT department, a unified organization composed of various technical departments which collaborate effectively to deliver high quality technology solutions. The GIS COE department has responsibility for maintaining and operating IT applications in GIS to support Gas, Electric, Power Generation, Telecom, and Land Management Lines of Business with the delivery of new IT products and solutions in support of their business goals and priorities.
Position Summary
The Programmer Analyst, Expert position is responsible for hands on development, configuration and deployment of GIS applications using primarily Esri and AWS cloud native technology. Responsible for design reviews, architecture reviews, and building geospatial products for both internal users and external partners and customers. Will lead both employee and contractor technical resources in delivering quality code for new products and enhancements to existing systems. Responsible for conducting technology review meetings across GIS projects and for aligning to IT strategy, investments, components, structures, and processes, defined by the leadership team. Builds and maintains relationships with Line of Business partners and internal IT partners for delivery of the technology solutions to fulfill their business needs. Contributes to technology road map at GIS COE. Shares the responsibility for technical delivery of components of a project with Project Manager/Scrum Master and Product Owners.
PG&E is providing the salary range that can reasonably be expected for this position at the time of the job posting. This salary range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, internal equity, specific skills, education, licenses or certifications, experience, market value, and geographic location. The decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E's discretionary incentive compensation programs.
Pay range is: $128,000.00 - $190,300.00
This position is hybrid, working from your remote office at our Oakland Headquarters based on business need. The assigned work location will be within the PG&E Service Territory.

Responsibilities:
- Thought leadership in defining long term technical road map for Remote Sensing/Imagery GIS and delivering high quality products and solutions.
- Participate in quarterly Scaled Agile Framework (SAFe) Planning Increment (PI) Planning meetings to define product deliverables and roadmap.
- Responsible for successful delivery of data and code for multiple Remote Sensing GIS projects.
- Contributes and drives towards technology standards set by GIS COE.
- Oversee compliance of the vendor deliverables to GIS COE solution roadmap.
- Work closely with PG&E Aerial Inspection team, and 3rd party imagery data collection vendors to ensure compliance to PG&E data quality and metadata standards.
- Participate in Technology Governance committee meetings and leadership meetings.
- Develops relationship across IT partners and line of business clients.
- Promotes collaborations and communications with all stakeholders.
- Strong teamwork and interpersonal skills at all levels.

Qualifications:
Minimum:
- BA/BS in Computer Science, Geo-Informatics/GIS, Remote Sensing, Information Technology, other relevant field, or equivalent experience and/or field of study
- 7 years of hands-on GIS-related programming and analysis experience specifically with Remote Sensing/Imagery GIS
- Experience in Python programming language
Desired:
- 5 years of hands-on Experience with ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise and ArcGIS Experience Builder.
- 3 years experience in developing solutions on AWS Cloud.
- Experience with code management through GitHub.
- Master's degree in computer science, Geo-Informatics/GIS, Remote Sensing, Information Technology, other relevant field, or equivalent experience and/or field of study.
- Multiple programming languages experience including HTML, CSS3 and JavaScript
- Experience with developing solutions using AWS cloud-native services like S3, Lambda function, API Gateway, Glue, EC2, Open Search, Apache Spark
- Experience with Geospatial Artificial Intelligence (GeoAI) solutions including object classification, point classification, and computer vision
- Experience with ArcGIS Big Data Toolkit and/or ArcGIS GeoAnalytics Engine used in conjunction with Apache Spark (PySpark)
- 10 Years of experience working in ESRI technology that includes ArcGIS Enterprise, ArcGIS Online, and ArcGIS Developer APIs (JavaScript API, Python API)
- Experience in Agile Scrum and Scaled Agile Framework (SAFe) software development methodology
- Gas and Electric Utility business/domain knowledge
- Excellent planning and organizational skills; detail and process-oriented; able to juggle multiple priorities in a fast-paced environment
- Mentoring and training experience of GIS technology teams in a larger organization
- Experience in deploying applications using Continuous Integration / Continuous Delivery (CI/CD)
- ArcGIS Pro Professional certification
