Experience required:
A minimum of four (4) years of experience as a Business Analyst (BA) is required. At least two (2) years of Lead BA experience. Education may be substituted for experience as determined by the agency to be relevant.
4+ years of experience analyzing and documenting business and technical requirements for systems integrations.
Strong understanding of modern IT systems, data architecture, and cloud-based solutions.
Demonstrated ability to work across departments, agencies, and third-party vendors.
Familiarity with Agile, Scrum, or hybrid IT environments.
Preferred Knowledge of State Government and/or Department for Children and Families.
Education required:
Preferred BA/BS degree in Business Administration/Management, Economics, Statistics, Mathematics, or Computer Science. Relevant experience may be substituted for education as determined by the agency.
Brief Description:
The IT Technical Business Analyst (IT BA) serves as a key liaison between DCF business units, HS-EBIT, and technical project teams, including third-party vendors and external partners for a large enterprise systems integration project. This role requires a self-motivated, detail-oriented professional with strong technical acumen, capable of navigating complex enterprise environments. The ideal candidate will demonstrate initiative, critical thinking, and the ability to assess, document, and translate business and technical requirements to deliver scalable IT solutions.
The role demands strong leadership in business analysis on large-scale projects, as well as experience in agile or hybrid environments. A natural curiosity, coupled with the ability to understand and analyze technical systems, will be vital to support ongoing modernization and enterprise integration efforts.
General Duties:
The IT Technical Business Analyst will lead and support the discovery, analysis, and documentation of current & future state systems and technology integrations. This includes collaborating across departments, government agencies, and third-party vendors. The BA will translate business needs into functional and technical specifications, ensuring alignment between business goals and IT solutions. The individual will play a key role in requirements gathering, data analysis, user acceptance testing, and supporting technical solution development across the system development life cycle (SDLC). The BA will work closely with Project Management to guide work assignments and provide information the project team requests. The BA will plan and organize work sessions focused on Program policies, procedures, and systems. They will review and edit requirements and business process documents as necessary based on proposed solutions and required updates.
Specific Duties Include but are not limited to:
Serve as the Lead Business Analyst on large-scale, multi-million-dollar enterprise integration initiatives.
Work cross-functionally with business units, IT, third-party vendors, and state/federal agencies to capture business needs and technical requirements.
Attend and participate in project meetings to assimilate, share, and expand the teams business and technical understanding of the project.
Facilitate requirements elicitation workshops, stakeholder interviews, and collaborative work sessions to define and document business and system requirements.
Analyze current systems, workflows, and data flows to identify opportunities for automation, efficiency, and modernization.
Translate business needs into detailed technical requirements, user stories, functional specifications, and acceptance criteria.
Lead meetings with Program and IT resources to document and/or update current state of policies, procedures, systems, and interfaces.
Overseeing and maintaining activities related to Interface/Integration Management with internal and external stakeholders
Overseeing the Configurations / Reporting (non-coding / non-dev) required of HS-EBIT during the project
Review and contribute to solution design, technical documentation, interface specifications, and data models.
Gather and analyze data.
Assist with data analysis, data modeling, and reporting efforts using tools like SQL, Power BI, and Tableau.
Collaborate with QA/Test teams to design test cases, perform UAT coordination, and validate implemented solutions.
Assist with managing and tracking business requirements through version control, traceability, and change management processes.
Utilize business tools to effectively document current state or update current documentation.
Define, analyze, and document business and IT Requirements.
Managing Program and IT requirements through the system development lifecycle.
Communicate project requirements and agency policies and procedures to all stakeholders, facilitators, and partners.
