Senior Application Systems Analyst

• NC Health Connex enables the secure electronic exchange of patient health records among healthcare providers, improving care coordination and public health outcomes.
• The Care Management Analyst will support the HIE Medicaid Services (HMS) program, a collaboration between NC HIEA and the NC Department of Health and Human Services (NCDHHS) Division of Health Benefits (DHB), also known as NC Medicaid. The program focuses on improving data exchange to enhance Medicaid quality and population health efforts through:
• Transitioning to digital quality measures (dQMs).
• Improving health-related social needs (HRSN) data exchange.
• Enhancing care management data sharing.
• This role is responsible for the day-to-day operational support and implementation of the care management use case within NC HIEA.
• The Care Management Analyst will help define requirements, coordinate cross-team collaboration, oversee testing, manage technical issues, and ensure that program activities align with established strategies.

• Support the implementation and daily operations of the care management use case within NC HIEA.
• Define business and technical requirements to support program goals.
• Collaborate with internal and external stakeholders, including Medicaid and healthcare providers.
• Coordinate and conduct system testing to validate functionality and data accuracy.
• Troubleshoot and resolve data exchange and interoperability issues.
• Ensure all program activities are aligned with overall strategies and compliance requirements.
• Document processes, requirements, and implementation updates.
• Support improvements in data sharing to enhance Medicaid quality and care management outcomes.

• Knowledge of Medicaid operations and data exchange.
• Experience supporting healthcare interoperability or health information exchange (HIE) initiatives.
• Strong organizational and analytical skills.
• Ability to coordinate multiple stakeholders and manage complex projects.
• Excellent written and verbal communication skills.
