Program Manager
Columbus, OH
Onsite role.
The person in this position is responsible for engaging Program Management and Business Analys tasks and techniques as a liaison among stakeholders in order to understand the structure, policies, and operations of the, to recommend solutions that enable the Program to achieve its goals, and to ensure the timely delivery of key program initiatives.
Key Responsibilities:
- Conduct end-to-end business analysis for SNAP/Cash, Child Care, and Medicaid eligibility and enrollment systems, ensuring alignment with program requirements, federal guidelines, and stakeholder expectations. Facilitate coordination across state agencies such as JFS, ODM, and DCY, as well as with external vendors for cross-functional projects involving the OB Systems (Eligibility & Enrollment, Contact Center, Document Management).
- Manage system integration initiatives, focusing on interface development, data conversion, and reporting solutions to ensure timely delivery of projects with seamless connectivity between core systems and partner systems like OH SACWIS, SI and OMES.
- Review and approve detailed system design documentation (Ohio Benefits Design Documents), ensuring alignment with state compliance, technical standards, and quality assurance protocols.
- Act as strategic liaison with other Project Managers to facilitate clear communication, mitigate risks, and drive timely project execution.
- Recommend enhancements of the Benefits Self-Service Portal (SSP), contributing program management and business analysis expertise to support functional improvements and integrations of ancillary systems.
- Promote and manage Business Intelligence (BI) initiatives, utilizing tools such as Cognos and Tableau to deliver actionable insights for executive stakeholders.
- Conduct detailed analysis and planning for the integration of IVR and EDMS with Ohio Benefits and also BOTs, improving user accessibility and operational efficiency.
- Work with other technical project managers to deploy system enhancements, focusing on interface development and reporting solutions.
- Manage JIRA access and provide guidance on the usage and flow of work requests; ensure consistent process adherence and efficient task tracking.
- Work with Operational Change Management team to ensure timely training and communication efforts.
- Demonstrate knowledge of formal requirements gathering methodologies including experience creating workflows.
- Support and monitor the development and utilization of business, functional, and user requirements, report specifications, and requirement traceability matrices.
- Develop report specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters.
- Leverage experience with Quality of Service (QoS), including scalability, security, and human design usability requirements.
