Job Title: Senior Manager, Contract Operations
Job Type: Full Time / Perm / Direct Hire
Job Description:
Pay Range: $147000Years - $147000Years
Responsibilities:
- Align and support category plans developed by Strategic Sourcing to generate cost savings, deliver service excellence, optimize diversity spending, and manage total cost of ownership across multiple portfolios.
- Oversee governance of the contract approval process from creation through award.
- Manage contract spend across multiple categories and organizations.
- Collaborate with the Procurement Excellence department to develop metrics for tracking, reporting, and improving department performance. Prepare and present contractor performance and budget reports.
- Partner with stakeholders (Law, Risk, Cyber, Business) to define contract scope, oversee development, writing, bid process, proposal evaluation, and selection.
- Support Strategic Sourcing in contractor review, negotiation, and assignment of work based on cost/quality analysis.
- Maintain ongoing relationship management and track contractor performance, including safety performance in alignment with the Contractor Safety Program.
- Manage contract administration, including change orders, invoicing, reporting, auditing, and ensuring compliance with internal controls and processes.
- Ensure contractor work meets construction standards and all documentation and invoices comply with regulatory and company requirements.
- Lead negotiation strategy development and execution.
- Foster continuous improvement-based relationships with suppliers to achieve mutually beneficial outcomes.
- Promote a safety culture and ensure adherence to company and regulatory safety policies. Participate in Incident Command during significant events (e.g., storms, earthquakes).
- Manage staff effectively through recruitment, training, development, performance management, and recognition programs.
- Bachelor s Degree in Management, Construction Management, or related field.
- 10+ years of relevant experience, including managing capital, O&M, and labor budgets.
- MBA or equivalent advanced degree.
- Contract writing experience.
- Experience leading large teams.
- Certifications: Six Sigma, CPSM, or other supply chain-related credentials.
- 2-3 years of supervisory experience.
- Knowledge of General Orders 165/95/128 and electric standards.
- Familiarity with electric distribution maintenance, construction methods, practices, and business processes.
- Strong financial and business acumen, including contract administration and construction management.
- Knowledge of bargaining unit contracts.
- Strong analytical, strategic decision-making, communication, and presentation skills.
- Leadership, mentoring, and coaching abilities.
- Project management skills, including scheduling, record-keeping, and evaluation of completed tasks.
- Change management experience.
- Ability to lead cross-functional teams and resolve challenges in complex environments.
