Senior Business Systems Analyst (Hybrid)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a Business Systems Analyst for their Vancouver, Washington location. In this role, you will assist in efforts to modernize program management by guiding business stakeholders and facilitate gathering and analyzing information using standard tools and approaches to: help clarify business operations, functions, perform gap analysis, document/map the current and future states, identify solution alternatives, evaluate the alternatives, and define processes.

Key Responsibilities for Senior Business Systems Analyst:
- Conduct interviews and facilitate workshops to elicit business requirements.
- Research, analyze, model, and organize information for developing requirements.
- Facilitate requirements validation sessions and present findings.
- Research, document, and validate current and future state processes and designs (functional and technical)
- Facilitate small, medium, and large teams in problem solving, improvement opportunities using industry methodologies (i.e. Kanban, GE Workout or like tools/models).
- Perform organizational maturity analysis, assess gaps, and draft maturity roadmaps based on BPA system architectural goals and objectives. (Examples; ITIL, P3M3, CMMI).
- Provide analysis and support in the development / draft and recommendation of tools for organizational alignment, strategic content, alignment of capabilities and work, and a roadmap for success.
- Collaborate with Subject Matter Experts (SMEs), other analysts, specialists, and teams to perform root cause analysis and lessons learned.
- Evaluate and assess business process change impacts and recommend appropriate change mitigation activities.
- Plan, facilitate and conduct working sessions to analyze and document/map current state processes and value streams, and future state processes and value streams.
- Facilitate decision making to verify that key requirements of the future state are vetted and agreed to across the mission critical value chain.
- Perform analysis of data and present actionable information and metrics for the Program Management Team.
- Draft documentation for user and operational manuals.
- Build business intelligence objects and reports from various source systems.
- Draft and maintain performance metrics on the quality of provided services.
- Establish and maintain dashboards and internal reports used by the organization to report on service status.
- Maintain, optimize, and enhance compliance repositories to include CIP and FISMA standards.
- Provide direct support for data calls and industry surveys.
Requirements for Business Systems Analyst:
- U.S. Citizenship and valid U.S. Driver s License required.
- Bachelor s degree in information technology/systems, Business Systems, Computer Technology, or a closely related technical field is preferred.
- 8 years of related experience is required with a bachelor s degree in applicable fields.
- 10 years of experience is required with an associate degree in applicable fields.
- 12 years of experience is required without a degree or applicable degree.
- Experience should include conducting business analysis in the context of projects implementing IT systems and should be consistent with the specific requirements of Business Systems Analysis and information technology and progressively more technical in nature.
- Proficiency in Excel, including pivot tables, charting and reporting.
- Experience with policy examination and interpretation preferred.
- Experience conducting business analysis in the context of projects implementing IT systems preferred.
- Knowledge of Visio and/or other flowchart tools preferred.
- Experience with ITIL Information Technology Service Management framework preferred.
- Energy/utility industry experience preferred.
