POSITION OVERVIEW
The IRA Department Program Manager will oversee self-perform projects and will lead key initiatives and
cross-functional programs under the guidance of the IRA Labor Compliance Senior Manager. This role ensures
strategic execution and performance oversight of prevailing wage and apprenticeship compliance programs in
support of Qcells solar project portfolio. The Program Manager will serve as a liaison across internal
departments, subcontractors, and external partners to ensure consistent implementation of IRA labor
requirements across all qualifying facilities.
RESPONSIBILITIES
Oversee full lifecycle of IRA labor compliance programs, including planning, rollout, and monitoring.
Align cross-departmental efforts with prevailing wage and apprenticeship requirements under the
Inflation Reduction Act.
Manage timelines, milestones, and deliverables for compliance initiatives, ensuring adherence to
federal and company policies.
Coordinate with Procurement, Legal, Project Management, and EPC teams to ensure early-stage
compliance is embedded in project design and subcontractor selection.
Analyze project-specific risks and recommend mitigation strategies in consultation with the IRA Sr.
Manager.
Prepare department-wide reports and executive summaries for leadership and auditors.
Assist in the development and enforcement of SOPs, templates, and documentation systems (e.g.,
LCPTracker, SharePoint).
Serve as a key internal trainer and resource on IRA labor provisions
Represent the department in meetings with external stakeholders, including subcontractors,
consultants, and regulatory bodies.
