Job Description
ECS is seeking an experienced Technical Lead to work in Fairfax, VA , in a hybrid remote/on-site capacity supporting various U.S. Government Mission Partner Enclaves within the DoD Community, each with a unique set of data and applications.
The Technical Lead designs, implements, and maintains Mission Partner Enclaves' virtual network infrastructure in an AWS (and potentially Azure) cloud environment. The Technical Lead also works closely with project and technical teams to support operational end users.
The ideal candidate has demonstrated expertise with cloud networking concepts (VPCs, Shared VPCs, Direct/Interconnect, DNS, Load Balancing, and Firewalls); modern CI/CD pipeline; platform automation; and infrastructure development supporting these technologies. The ideal candidate also has experience building, deploying, and supporting AI/ML development and training environments in secure DoD networks.
This is a demanding, high-energy position that requires innovative solutions to network, hardware, and software challenges. The selected candidate will report directly to the Senior Technical Program Manager, and join a multidisciplinary team that promotes customer service, and excellence in communication, innovation, collaboration, and teamwork.

Duties include:
- Work closely with stakeholders and other members of the technical team to gather technical requirements and execute on deliverables.
- Develop, implement, and maintain secure systems in AWS/Azure to support highly-available, scalable, secure applications.
- Design and execute architecture blueprints and bring solutions to reality with a DevSecOps mindset and culture.
- Develop and configure build plans and code pipelines; and create reusable, automated solutions.
- Demonstrate in-depth knowledge of, and provide hands-on experience with, a wide range of AWS/Azure cloud service providers/solutions.
- Assist in partner network integration, testing, and monitoring.
- Support risk mitigation activities, including Assessment and Authorization (A&A), continuous monitoring, and vulnerability and configuration management.
- Other duties, as assigned.
Required Skills
- U.S. citizen.
- Bachelor's degree in Computer Science or other Science, Technology, Engineering, or Mathematics (STEM) discipline. With no degree, 8+ years of relevant work experience may be substituted.
- Minimum DoD Secret security clearance required to apply; Top Secret security clearance with SCI indoctrination (TS/SCI) ultimately required.
- Active DoD 8140 IAT Level II certification (CompTIA Security+ preferred).
- 5+ years of professional, hands-on experience building cloud architecture with IaaS, PaaS offerings, and services in commercial and government regions.
- 5+ years of professional, hands-on experience designing and deploying large-scale, distributed environments within commercial cloud environments.
- Proven experience with assessing / evaluating and documenting client environments, infrastructure, processes, and operations.
- Demonstrated, hands-on knowledge and experience with:
- Developing solutions with cloud orchestration tools
- Implementing DoD SRGs and STIGs or CIS compliance benchmarks
- Using AWS native CI/CD tools (e.g., CodeCommit, CodeBuild, CodeDeploy, CodePipeline)
- Infrastructure as Code, Automation, and Orchestration
- Virtual Desktop Interfaces (VDI)
- Active Directory
- IP Networking (including VPCs, VPNs, VRF, DNS, load-balancing, and firewalls)
- Advanced scripting skills (e.g., Python, Ruby, Perl, Bash, Powershell).
- Willingness to work in a hybrid onsite/remote capacity, with 3 - 5 days per week onsite at either ECS Corporate Offices (Fairfax, VA) or the customer site (Falls Church, VA).
- Ability to travel < 25% throughout the lifespan of the project to CONUS / OCONUS customer sites and government installations.
- Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
- Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
Desired Skills
- Current DoD Top Secret security clearance (or higher).
- Master's degree in Computer Science, Information Systems Management or similar STEM discipline.
- Active certifications:
- DoD 8140 IAT Level III (CISSP preferred)
- AWS Certified Cloud Practitioner
- AWS Certified Solutions Architect - Associate
- Experience with DevSecOps frameworks.
- Experience using big data and cloud tools and technologies.
- Experience working with DoD network organizations and/or performers.
