Job Description

IRG Clients is seeking a talented and highly effective Senior Natural/ADABAS Developer to join our development and support team responsible for enhancing, maintaining, and supporting the statewide SNAP/TANF Eligibility Determination System. This role involves ongoing modernization efforts, including integrating with external systems, leveraging new technologies, and automating manual processes. The position also requires participation in an on-call rotation to support critical production operations.

Key Responsibilities

• Develop, enhance, maintain, and support applications within the SNAP/TANF Eligibility Determination system.
• Analyze, design, and implement solutions for large-scale IBM Mainframe and Linux-based systems.
• Develop batch programs using Natural, COBOL, and ADABAS in a Linux environment.
• Troubleshoot complex SNAP and TANF eligibility determination processes using NaturalONE IDE and MicroFocus COBOL.
• Interpret, design, and implement state and federal mandates within Linux-based eligibility systems such as MAVS.
• Provide recommendations for system enhancements, process automation, and modernization.
• Develop and update documentation including procedures, policies, and system processes.
• Collaborate effectively with cross-functional teams and participate in Agile/SCRUM ceremonies.
• Support system interfaces and integrations with multiple platforms and external systems.
• Provide reliable on-call support as required.

Required Technical Skills & Experience

• 10+ years of experience in analysis, design, and programming on large or complex development projects in IBM Mainframe and Linux environments.
• Enterprise system programming experience in:
• Natural
• COBOL batch programming
• ADABAS databases
• 6+ years of experience working with automated eligibility determination systems:
• SNAP Eligibility
• TANF Eligibility
• SNAP E&T
• Benefits & Benefit Recovery
• Experience troubleshooting complex eligibility determination modules in Linux environments.
• Strong experience using NaturalONE IDE and MicroFocus COBOL.
• Proven ability to interpret, design, and implement state and federal mandates in systems like MAVS.
• Experience documenting technical processes, system procedures, and business workflows.

Required Business Skills

• In-depth knowledge of SNAP and TANF eligibility policies, economic assistance programs, and state/federal mandates.
• Ability to evaluate existing processes and recommend improvements.
