Location: Full-time, On-Site in Montpelier, VT. Occasional remote work days may be permitted.

Project Overview: The State of Vermont Agency of Digital Services (ADS) is seeking an experienced Quality Assurance and Testing Lead to support the Agency of Administration s ERP Modernization project, which involves the implementation of Workday. This transformative project replaces the State's existing Oracle ERP System and impacts all State Agencies and Departments. The project is currently in the execution stage and will be completed in three distinct phases: Phase 1 HCM Replacement, Phase 2 Budget System Replacement, and Phase 3 Financial System Replacement. Phase 1 is moving into the design phase, Phase 2 has begun initial requirements gathering, and Phase 3 is tentatively scheduled to begin in October 2026.
Role Summary: The Quality Assurance/Testing Lead will work closely with the State s project manager, oversight project manager, business process transformation vendor, system implementation vendor, and State Agencies throughout the project lifecycle. This role requires strong leadership and collaboration to ensure the quality and reliability of the Workday ERP system implementation. Key Responsibilities:

  • Test Strategy and Planning: Develop a comprehensive test strategy and plan aligned with project goals and timelines. Define the scope of testing activities, including unit testing, integration testing, system testing, user acceptance testing (UAT), and performance testing. Identify and document test objectives, test cases, and test scripts. This includes experience creating test cases, user scenarios, and test scripts. Deliverables include Test Strategy and Plan (per phase), Test Cases and Scripts (per phase, iterative updates).
  • Test Management: Coordinate and manage all testing activities throughout the project lifecycle. Establish and maintain a test schedule, ensuring timely execution. Allocate resources and assign tasks to the testing team.
  • Quality Assurance: Implement QA processes and best practices. Conduct regular reviews and audits of testing activities and deliverables. Ensure compliance with organizational and industry standards.
  • Defect Management: Establish a defect management process to track, prioritize, and resolve issues identified during testing. Collaborate with development and functional teams for timely resolution. Provide regular updates on defect status and testing progress. Deliverables include continuously updated Defect Logs and Reports.
  • Collaboration and Communication: Work closely with State PMs, vendors, and stakeholders. Facilitate communication within the testing team and other functional teams. Prepare and present test reports and quality metrics to stakeholders. Deliverables include Test Execution Reports (after each cycle/phase) and Quality Metrics and Dashboards (regularly updated).
  • Risk Management: Identify potential testing/QA risks and issues. Develop mitigation strategies and monitor/report on risk status.
  • Continuous Improvement: Evaluate and recommend tools/technologies to enhance testing efficiency. Implement lessons learned.
  • Reporting: Provide a Final Test Summary Report at the end of each phase.

Required Qualifications:

  • Certification: Must hold the Certified Tester Advanced Level Test Manager (CTAL-TM) certification prior to being contracted. Alternative certifications are not accepted, and no grace period is available.
  • Experience: Proven experience as a Test and QA Lead in ERP implementations.
  • Skills: Strong understanding of testing methodologies and QA processes. Excellent communication and leadership skills. Ability to work collaboratively in a fast-paced environment.
  • Tools: Experience with JIRA is essential. JIRA will be the main source for testing.
  • Copies of required training certificates (specifically CTAL-TM) must be provided.
