Qualifications
To qualify for a Supervisory IT Specialist (SYSANALYSIS) your qualifications must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular
competencies to successfully perform the duties of the position and is directly in or related to this position. To
qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-
12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants
must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after competitive
appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing
date of the announcement. Creditable specialized experience includes:

- Plan, organize, and direct activities of subordinate IT specialists and
contractor personnel across HR Management and Warehouse Management System portfolios, providing
guidance on work methods, procedures, and technical solutions - Oversee software development, customer support, and production
support for diverse platforms including ServiceNow (HRSD, Demand Management, Change Management)... - ...,SAP SuccessFactors (Human Capital Management and Learning), SAP EWM/TM/ECC (Warehouse
Management), and Oracle Apex applications - Analyze, refine, and document customer requirements for both HR and supply chain systems, ensuring developed software functions meet organizational needs and support business objectives
- Guide team participation in all SDLC phases including requirements definition, design, development, testing, implementation, and sustainment of complex enterprise applications
- Supervise real-time monitoring and troubleshooting of system queues, interface issues, and operational workflows while maintaining system stability and performance across multiple platforms
- Participate in software risk management activities including identification, analysis, planning, tracking, control, and communication, while ensuring compliance with quality standards
- Manage responses to audit inquiries, Corrective Action Plans, and coordinate communication with stakeholders to maintain program control objectives and audit compliance
- Provide input for annual business plans, determine resource requirements, coordinate with project management on current and future initiatives, and develop strategic plans to meet organizational demands
- Coordinate security policies, procedures, and access control implementation across enterprise systems, ensuring separation of duties, role-based access, and audit requirements
- Assist with Contracting Officer Representative duties and serve as functional expert/advisor on organizational policies, procedures, and systems to business partners, military services, and external customers

- Risk Management & Quality Assurance: Perform comprehensive risk identification, analysis, and evaluations for software risk management activities across enterprise systems. Apply IT principles, methods, policies, and regulations to system analysis and modification while ensuring compliance with organizational standards and regulatory requirements.
- Team Leadership & Resource Management: Manage aspects of complex projects including evaluation of staffing requirements, realignment of personnel and workload to accommodate changing mission requirements, and oversight of subordinate work performance. Provide supervisory guidance, advice, and technical direction to IT specialists and contractor personnel working across diverse technical domains.
- Customer Support & Interface Management: Identify and resolve customer support problems related to the execution and maintenance of enterprise systems including business applications, operational management systems, and organizational platforms. Develop, review, and execute interface agreements with internal and external customers while ensuring seamless system integration and operational continuity.
- Business Process Improvement & Strategic Planning: Apply advanced analytical skills to evaluate current business processes, recommend improvements, and implement solutions that enhance organizational efficiency and effectiveness across multiple operational domains and business functions.
