Detailed Role Description
The Business Process / Regulatory Compliance Analyst plays a critical role in evaluating, documenting, and ensuring that business operations and system workflows meet all applicable state financial regulations, federal requirements, and agency-level compliance standards. This position is responsible for analyzing end-to-end business processes, identifying regulatory touchpoints, and validating that all process controls, approvals, and system gating mechanisms are properly implemented and functioning as intended.

Key Responsibilities:
Regulatory Compliance Oversight:
Conduct comprehensive reviews of business processes and system workflows to ensure alignment with state financial statutes, state operational policies, federal reporting requirements, and internal agency guidelines. Interpret applicable regulations and translate them into actionable process and system requirements.
Business Process Analysis:
Map, assess, and optimize business flows, identifying gaps, control weaknesses, or compliance risks. Ensure that appropriate gating, segregation of duties (SoD), approval paths, and user role assignments are fully in place within systems under test.
Risk & Control Validation:
Verify that system workflows enforce required regulatory checkpoints and audit controls. Test and validate role-based access (RBAC), workflow steps, and approval hierarchies to confirm compliance with mandated procedures.
Reporting & Documentation:
Develop and deliver comprehensive reports, compliance summaries, audit packages, and traceability documentation demonstrating adherence to state and federal financial regulations. Ensure all deliverables meet standards for clarity, accuracy, and audit-readiness.
Traceability & Requirements Management:
Build and maintain end-to-end traceability between regulations, business requirements, system design, test cases, and executed results. Provide evidence and documentation to support compliance audits and stakeholder reviews.
Cross-Functional Collaboration:
Work closely with financial analysts, system testers, business users, project managers, and regulatory specialists to ensure consistent interpretation of compliance requirements across teams.
Continuous Improvement:
Recommend process enhancements, control improvements, and workflow optimizations to strengthen compliance posture and reduce operational risk.

Required Skills & Experience:
Demonstrated experience working with financial regulations, preferably within the government financial systems.
Strong understanding of business process design, internal controls, risk assessments, and compliance frameworks.
Ability to analyze complex business flows and ensure that system configurations enforce required approvals, roles, and regulatory gating.
Exceptional skills in documentation, report writing, analytical summaries, and compliance traceability.
Experience preparing audit-ready evidence and presenting compliance findings to leadership or oversight bodies.
High attention to detail, strong analytical mindset, and ability to work effectively in a regulated, deadline-driven environment.
