Job Details

The Senior SQA Manager is responsible for leading quality assurance efforts for a large-scale ERP modernization program replacing legacy systems used across multiple entities. The SQA Manager will establish and oversee QA strategy, governance, and execution, with a strong emphasis on User Acceptance Testing (UAT) and multi-agency ERP integrations. This role requires expertise in ERP testing, test automation, and large-scale system integration projects within state or federal government environments including governance standards and financial regulations. Possess proven leadership in managing QA teams, coordinating across multiple agencies, and ensuring ERP integrations meet statutory, financial, and operational requirements.

  • Define and implement the enterprise-wide QA strategy, governance framework, and test standards for ERP modernization.
  • Manage the full lifecycle of QA activities, including test planning, execution, defect management, reporting, and sign-off.
  • Provide leadership for functional, integration, regression, performance, and UAT across multiple agencies and third-party systems.
  • Build, mentor, and manage a team of QA leads, analysts, and automation engineers to ensure high-quality delivery.
  • Develop the UAT framework, strategy, and acceptance criteria in collaboration with business stakeholders and agency leadership.
  • Coordinate UAT planning, preparation, and execution across multiple state agencies and business units, ensuring ERP integrations support each agency s statutory and core mission needs.
  • Oversee the development of UAT test cases and scenarios, ensuring comprehensive coverage of business processes and compliance requirements.
  • Lead UAT execution and defect triage sessions, driving timely resolution of issues and ensuring readiness for ERP go-live.
  • Provide training, guidance, and support to business users participating in UAT, ensuring consistent execution across agencies.
  • Deliver objective readiness assessments and UAT sign-off documentation to project sponsors and executive leadership.
  • Evaluate legacy and third-party business systems to confirm ERP integrations support core functions and statutory requirements.
  • Lead prioritization, development, and implementation of test automation strategies across ERP integrations and related systems.
  • Ensure automation enhances efficiency, reduces redundancy, and provides scalable testing solutions across multiple entities.
  • Oversee system integration testing of agency business applications with the central ERP platform.
  • Ensure QA processes align with project management standards and financial regulatory requirements.
  • Establish centralized testing coordination to eliminate redundant efforts across agencies and improve efficiency.
  • Provide transparent QA reporting, risk assessments, and testing progress updates to internal and external stakeholders.
  • Act as a liaison between business, technical, and project management teams to ensure testing outcomes support program goals.

Qualifications

  • Bachelor s Degree; 10 + years of proven project management experience
  • PMP Certification desired
  • Experience with Oracle PeopleSoft or other large ERP systems
  • Experience establishing a Test Center of Excellence
  • Expert knowledge of Software Development Life Cycle models (Waterfall, Agile, etc.)
  • Expert knowledge of quality assurance methodologies
  • Self-motivated and able to lead and motivate a team
  • Ability to resolve issues within the team and project effectively
  • Ability to mitigate challenging situations and clients
  • Results-driven / oriented
  • Highly adaptive and flexible to a changing environment
  • Ability to prioritize, plan, and lead multiple tasks and people
  • Excel at presenting to and interacting with all levels of management and client representatives
  • ISTQB, Foundational Level Certification desired
  • IT Consulting experience
