Job Description

Required Knowledge, Skills, and Capabilities:
Over 10 years of relevant experience in IT project management, preferably in senior roles with budget oversight
Proven success in managing large and complex IT programs while effectively leading cross-functional teams through changes
Excellent interpersonal, negotiation, writing, and presentation skills, with the ability to influence and collaborate at all organizational levels
Facilitate smooth transitions for teams by implementing change management strategies that align people, processes, and technology with business objectives, while minimizing resistance to change.
Superior project management skills, with demonstrated experience in using various project management tools and methodologies (e.g., PMP, Agile, Scrum) and governance frameworks
Skilled in organizational change management (OCM)

Preferred Knowledge, Skills, and Capabilities:
Excellent interpersonal, negotiation, writing, and presentation skills, with the ability to influence and collaborate across all organizational levels
Strong leadership skills, with a keen understanding of power dynamics and spheres of influence
Ability to understand and effectively communicate technical requirements, breaking down complex problems into manageable components for evaluation
Skilled in risk management, process redesign, and stakeholder engagement
Familiarity with IT concepts, cloud hosting, and network solutions
Comfortable with IT diagrams and managing proposals in procurement systems (e.g., Procore); experience in IT construction delivery and requirements gathering is a plus
Proficient in project management software (e.g., Microsoft Project, JIRA, or similar tools)
Prior experience in government or public-sector environments is an advantage

Client seeks a dynamic Senior Technical Project Manager (Contract Role) to support projects that are part of more significant strategic initiatives and Commonwealth program initiatives that are pivotal to supporting critical IT core infrastructures. Some of Client's recent projects include: the consolidation of all Executive Branch agencies into a unified core network; designing and modernizing network infrastructure to support the needs of constituents across the Commonwealth in key facilities, the transformation of how we deliver core IT services; and the rollout of key services such as IT Contact Center, Copilot, and Enterprise Analytics to enterprise customers.

As a Senior Technical Project Manager, you will report to the PMO Director, collaborating with cross-functional teams to lead large-scale, complex, and transformational IT projects that align with our strategic objectives. This pivotal role will work closely with our cross-functional teams - Operations Service Management, Enterprise Risk Management, Privacy, Finance, and others- to manage all aspects of project delivery, from planning through execution and closure, ensuring project transparency and successful outcomes in a fast-paced, dynamic environment.

Duties and Responsibilities:
Lead cross-secretariat initiatives that involve collaboration across various departments, adapting quickly to changing priorities with an agile, positive, and solutions-oriented mindset to ensure project success.
Develop and maintain comprehensive project plans, timelines, budgets, and high-level executive presentations to track progress and communicate updates effectively.
Gather and translate business requirements from proposals into technical specifications and project scope documentation.
Collaborate with Clients' technical leadership to ensure the technical direction aligns with the Client's standards, while also advocating for optimal technical approaches and solutions when those standards may not be a suitable fit
Ensure that each program or project has well-defined artifacts, including project plans, work breakdown structures, clearly defined user stories, project checklists, and budgets that align with approved financing and staffing availability within established time frames
Facilitate assessments to evaluate project outcomes, identifying successes, areas for improvement, and lessons learned
Support the Strategy & Planning Team in aligning project goals with organizational priorities, maintaining PMO processes, and implementing standards
