POSITION OVERVIEW : The Certified Payroll Manager is responsible for ensuring the accuracy and compliance of certified payrolls across all Qcells IRA-qualified projects. This role supports project teams by providing training, coordinating with third-party compliance providers, and managing the integration of payroll systems with IRA labor requirements. The Certified Payroll Manager also leads the review of Department of Labor conformance responses and helps guide corrective action and documentation protocols to maintain IRA compliance.

RESPONSIBILITIES

Ensure certified payroll submissions are accurate, timely, and in compliance with prevailing wage and apprenticeship requirements.

Provide initial compliance training to project staff to prepare them for certified payroll execution and documentation.

Administer contracts and coordinate activities with third-party IRA labor compliance providers.

Review Wage and Hour Division (WHD) responses to conformance requests, revise and resubmit rejected submissions as needed.

Collaborate with HR and Finance to establish and validate fringe benefit packages and ensure proper payroll integration.

Train project staff in accurate labor classification usage, hours reporting, and payroll recordkeeping.

Support the resolution of payroll discrepancies, worker classification errors, and apprentice ratio non-compliance.

Conduct periodic site visits to collect evidence related to EPC Team labor compliance efforts, including payroll reviews and employee interviews

Compile, analyze, and distribute periodic compliance reports detailing findings, corrections, and follow-up actions.

Maintain documentation in SharePoint and ensure records are audit-ready for federal review.

Support internal audits and external investigations or DOL reviews, ensuring consistency and transparency in documentation.
