What You ll Be Doing:

• Partner with IT and business teams to review, analyze, and evaluate existing business systems and user needs

• Draft comprehensive solution options and risk assessments, and back them with solid financial models think ROI, cost/benefit, build vs. buy

• Translate business strategies into system design and specifications then make it all understandable to stakeholders on both sides of the tech/ops line

• Support large-scale modernization and enhancement efforts within the Texas Medicaid ecosystem

• Act as a liaison across multiple Medicaid Enterprise Systems (MES) vendors to ensure alignment and interoperability

• Help define and document business processes, workflows, and integration strategies for modernized applications

• Provide oversight, guidance, and coordination for multiple concurrent projects

• Bring consistency to planning and documentation processes, aligning with overall HHSC direction

What You Bring to the Table:

• 4+ years reviewing, analyzing, and evaluating business systems and user needs

• 4+ years working in an Agile environment, ideally with SAFe practices

• Sharp understanding of business process reengineering, documentation, and translating requirements into actionable system changes

• Experience preparing solution proposals, financial impact analyses, and risk assessments

• Comfortable working in fast-paced, multi-vendor environments

• Strong written and verbal communication skills

Bonus Points For:

• Experience with Texas HHSC, Medicaid, or CHIP systems

• Prior work in a Scaled Agile Framework (SAFe) environment

• Familiarity with MES integration and enterprise modernization initiatives
