Job Title: Senior Web Services Developer

Location: Austin, TX- Onsite

Job Responsibilities

• Plan, develop, test, integrate, and document web services and application components using structured analysis and object-oriented development methodologies
• Evaluate user requests for new or modified programs and analyze feasibility, cost, timeline, system compatibility, and technical constraints
• Consult with business users to understand current operating procedures and clarify program objectives
• Design and enhance web services, batch processes, and system interfaces
• Develop system and integration test plans, test scenarios, test schedules, and coordinate defect tracking and resolution
• Perform system integration testing and validate defect fixes to ensure compliance with documented requirements
• Collaborate with developers, business analysts, QA teams, and stakeholders throughout design, development, and implementation phases
• Support data migration, conversion, and transformation efforts across relational and multi-dimensional databases
• Document system specifications, technical designs, and implementation artifacts in accordance with quality standards
• Ensure solutions align with applicable federal and state healthcare regulations
• Independently plan and execute complex development tasks with minimal supervision
• Lead or direct the work of other team members as needed

Minimum Qualifications

• 8+ years of experience across the full Software Development Life Cycle (SDLC), including design, development, testing, integration, and deployment
• 8+ years of experience with:
  • SQL programming and object-oriented analysis and design (OOD)
  • Java and J2EE technologies
  • Web Services, RAD, and WebSphere
  • Oracle-based relational database systems, including stored procedures
• Strong experience with system integration testing and defect management processes
• Experience developing system test plans, test scenarios, test processes, and schedules
• Solid understanding of data structures, data migration, data conversion, and relational and multi-dimensional database design
• Experience facilitating cross-functional collaboration across development, QA, and business teams
• Demonstrated ability to evaluate technical feasibility, cost, and system compatibility for new or modified programs
• Strong communication skills with experience consulting users to clarify requirements and objectives

Preferred Qualifications

• 2+ years of experience working with HHSC systems
• Prior experience supporting Medicaid, Long-Term Care, or PASRR-related systems
