Overview:

We are seeking a Healthcare Procurement Writer who will support our client in the development and management of procurement documents for a healthcare-related project. The ideal candidate will have experience in writing procurement components for large-scale projects, specifically within the healthcare and Medicaid systems.

Duties:

  • Assess and review the existing client's contract to ensure alignment with project needs and requirements.

  • Draft various procurement components and solicit feedback from the client for updates and final approval, including:

  • Scope of Work

  • Business and technical requirements

  • Maintenance, Operations, Security & Privacy, and Compliance requirements

  • Service Level Agreements (SLAs)

  • Key staff descriptions and qualifications

  • Deliverables and deliverable timelines/frequency

  • Cost structure, pricing, and payment terms

  • Apply expertise in Medicaid Eligibility and Enrollment systems to ensure accuracy and alignment of procurement requirements.

  • Write clear and concise RFP sections and narratives, ensuring minimal editing is required.

  • Document requirements and gather feedback from stakeholders to refine procurement documents.

  • Perform market research to evaluate how other states have approached similar procurements.

  • Develop briefs on various issues related to the procurement process.

  • Create meeting materials to facilitate client discussions and gather feedback on RFP requirements.

  • Document requirements and solicit feedback from stakeholders on requirements.

  • Write RFP sections/narratives, identify (through research or working with the client staff) requirements, deliverables, and SLAs.

  • Perform market research for how other states approached similar procurements

Mandatory Qualifications:

  • Associate or bachelor's degree or equivalent work experience combined with education

  • 5+ years' experience with large-scale projects, programs, or organizational Initiative.

  • Knowledge of the ACA and prior work related to the State Health Based Exchanges.

  • Experience writing procurements which includes the following skills:

  • Experience writing succinctly, cohesively and clearly.

  • Experience documenting requirements and soliciting feedback from stakeholders.

  • Experience performing market research on other state procurements.

Desirable Qualifications:

  • 3+ years of general IT system experience and formal training or education.

  • 2+ years' experience with healthcare systems.

  • Certifications and experience with process improvement techniques (such as Lean Six Sigma, Agile, PDCA cycles, and Kanban), Project Management, Business Analysis, ITIL or similar.

  • Master's Degree Public Administration or Public Health

  • Experience writing procurements for NYS State Health Based Exchanges
