Title: Network/Enterprise Architect
Client: City of Philadelphia

Job Description:
  • The OT Network Architect will lead the design, implementation, and optimization of operational technology (OT) networks supporting large-scale water and wastewater facilities.
  • The ideal candidate will bring deep technical expertise in OT infrastructure, network monitoring, and enterprise software evaluation, with proven experience managing complex, multi-vendor environments.
Key Responsibilities:
Design and Implement OT Networks: Develop, configure, and maintain resilient OT network environments for large water and wastewater utilities, ensuring secure, reliable, and regulatory-compliant operations.
Asset Management and Network Monitoring: Lead the deployment and integration of large-scale OT asset management and network monitoring systems to improve visibility, uptime, and maintenance efficiency.
Vendor Evaluation and Selection: Evaluate enterprise-scale software, systems, and service provider proposals, ensuring alignment with organizational standards, cybersecurity frameworks, and performance requirements.
Solution Demonstration and Acquisition Support: Facilitate vendor demonstrations, proof-of-concept (PoC) evaluations, and procurement processes for OT software and implementation services, providing technical and operational insights.
Requirements Gathering and Project Management: Engage with engineering, operations, and management teams to collect business and technical requirements, define project scopes, timelines, and budgets, and ensure successful project delivery.
Compliance and Governance: Ensure all network and system implementations adhere to industry standards such as NERC, FERC, NIST, and ISA/IEC 62443 for cybersecurity, resilience, and operational excellence.
Collaboration and Reporting: Coordinate with vendors, integrators, and internal operations teams to track project milestones, risks, and performance metrics; deliver comprehensive documentation and reports.
Required Qualifications:
  • Minimum 10 years of experience with OT network environments in water and wastewater or similar critical infrastructure sectors.
  • Minimum 10 years implementing OT asset management and network monitoring systems at enterprise scale.
  • Strong background in evaluating vendor responses and participating in procurement processes for large-scale OT or SCADA systems.
  • Experience leading technical demonstrations, PoCs, and acquisition processes for enterprise software and services.
  • Proven success in requirements gathering, project planning, and management for complex, multi-site OT systems.
  • Familiarity with SCADA, industrial network protocols (Modbus, DNP3, OPC UA), and secure architecture design principles.
  • Excellent communication, documentation, and stakeholder management skills.
