The Position:
Client: Commonwealth of Pennsylvania Pennsylvania Emergency Management Agency (PEMA)
Position Title: PEMA - Senior Technical Business Lead TAS3 (779404)
Location: Hybrid; Remote Off-Site and On-Site in Harrisburg, PA
Duration: Initial term through 06/30/2026 (+ Annual Renewal in 1-Year Terms)

Note: This position is hybrid, and is expected to report to the PEMA Headquarter building (1310 Elmerton Ave, Harrisburg, PA 17110) at least 2-3 times a week, with flexibility as needed. Only candidates currently residing within a reasonable commuting distance (1-hour/50-miles +/-) will be considered.

The Pennsylvania Emergency Management Agency (PEMA) and Office of State Fire Commissioner (OSFC) is looking for a Senior Technical Business Lead with strong communication skills, and expert knowledge of the Application Development life cycle. This position is a crucial role in bridging the gap between business needs and technical solutions within PEMA/OSFC organizations. The Candidate will be responsible for;

- Plan and coordinate daily-stand up with development team.
- Working directly with PEMA/OSFC Section Management to solve IT Business solution needs and problems.
- Collaborating with the PEMA/OSFC Application team to identify and fix technical problems.
- Provide and lead Incident Management & Change Management for PEMA/OSFC Application support team.
- Provide weekly status updates on development teams project, task, and initiatives.
- Responsible for application inventory, application support documentation & organization of PEMA/OSFC application portfolio.
- Review specification business requirements and collaborate with the team on development level of effort estimations for requirements.
- Involved in adopting COTS products for PEMA/OSFC.

The Preferred Skills and Experience:
- 5+ Years: DevOps experience and familiar with SCRUM/Iterative/Waterfall development
- 5+ Years: Strong problem-solving skills
- 5+ Years: Experience with ITSM including Remedy and ServiceNow
- 5+ Years: IT Project Management experience
- 5+ Years: Strong analytical and communication skills
- Excellent communication skills, with the ability to understand client requirements
- Ability to build good relationships with clients and colleagues
- Ability to gather and interpret data
- Excellent presentation skills
- Broad knowledge of technologies and applications
- Ability to explain ideas clearly to technical and non-technical staff
- Knowledge of industry quality standards, legislation and best practices
- Ability to work effectively under pressure and to deadlines
