Anticipated Duration of the Engagement: 18 months (10/11/2025 - 4/10/2027)
Mandatory Qualifications:
  1. Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Developer
  2. More than 7 years of experience in UI development and patterns (including MVC) with a strong focus on building complex and scalable applications.
  3. More than 7 years of experience developing and maintaining web applications that utilize HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap and Cascading Style Sheets.
Desirable Qualifications:
  1. Bachelor's degree in computer science, Web Development, or a related technical field
  2. 7+ years of experience in .NET, C# to develop/maintain .NET applications for n-tier web deployment.
  3. 7+ years of experience with Service Oriented Architecture (SOA) application integration including development of secure web-services, SOAP/Restful APIs
  4. 7+ years of experience with Entity Framework
  5. 7+ years of experience unit testing frameworks (xUnit/NUnit preferred)
  6. 5+ years of experience with distributed version control systems (e.g., Git)
  7. 2+ years of experience in designing & implementing CI/CD workflows.
  8. 2+ years of experience with Agile/Scrum methodologies.
  9. 2+ years of experience working in a federal or state government setting (Health and Human Services, especially in Integrated Eligibility System programs such as PA, TA, SNAP, HEAP, Fair Hearings, Child Support, etc. preferred)

Duties/Responsibilities:

    Job Summary:
    The NYS Office of Information Technology Services (ITS) is recruiting for a highly experienced and results-oriented UI Developer to support the design and implementation of complex, scalable, and intuitive user interfaces for our web and/or mobile applications. The ideal candidate will have a deep understanding of modern UI development technologies, a strong commitment to quality and performance. The individual will have excellent problem-solving, analytical, and critical thinking skills. And have strong communication, collaboration, and interpersonal skills, with the ability to effectively interact with cross-functional teams and stakeholders.

    The UI Developer will work under the guidance of the technical lead and collaborate with architects, testers and business analysts to implement high-quality solutions that meet the business and technical requirements and adhere to state and federal compliance standards.

    The mission of IES is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. Specifically, IES will improve and simplify the eligibility determination and delivery of health and human services to NYS residents in areas such as: Medicaid, SNAP, Public Assistance, HEAP, Child Care and Fair Hearings.

    Responsibilities
    " Responsible for the design and development of high-quality, reusable, and performant UI components and applications.
    " Translates requirements into UI design and functionality.
    " Collaborates closely with UX designers, business analysts, product managers, and other developers to ensure a seamless and consistent user experience across platforms.
    " Drives UI/UX best practices, responsive/mobile first design, SOLID principles, ensuring adherence to design guidelines, accessibility standards (Section 508 WCAG), and responsive design principles.
    " Optimizes UI performance and scalability through efficient code, resource management, by using relevant tools and techniques.
    " Conducts code reviews, ensuring code quality, maintainability, and adherence to established coding standards.
    " Mentors and provide technical guidance to junior developers, fostering a collaborative and innovative team environment.
    " Stays up to date with emerging UI development trends, tools, and technologies, and actively contribute to the continuous improvement of development processes.
    " Participates in all phases of the software development lifecycle, including requirements analysis, design, testing, deployment, and support.
How many candidates will be interviewed:
  • IES will interview at least the top five highest scoring candidates. In this instance should none of the top five candidates be found to provide the best value to the State, IES will request to interview all candidates who are deemed susceptible based on technical and cost evaluations.
