Job Description
ECS is seeking an IT Program Manage r to work in our Stafford, VA office. Please Note: This position is contingent upon additional funding.
ECS is seeking an IT Program Manager to join our National Security and Civilian Business Unit supporting the Justice Division. The IT Program Manager will provide leadership, enablement, and operational oversight to a multifunctional IT Operations Team dedicated to the supporting mission critical law enforcement applications. This role is critical to advancing secure, reliable, and user-focused solutions that enable stakeholder organizations and end-users to achieve their mission objectives. This program supports Help Desk, Training, Deployment, Web Development, System Administration, and Strategic Communications to ensure the operational continuity of systems while upholding strict compliance, service delivery excellence, and total accountability for issue resolution. The ideal candidate will be a fast learner, able to effectively engage resources and work across teams to decompose complex problems into workable solutions. An aptitude for learning, process improvement, and effective communication at all levels of the organization are a must.

Success-Focused Responsibilities:
- Program Delivery & SLA Achievement: Ensure all program deliverables and service level agreements are met, leveraging data-driven management to improve response times, backlog reduction, and customer satisfaction.
- Cross-Team Collaboration: Promote seamless collaboration across all functional teams, driving alignment and shared solutions for complex challenges.
- Strategic Communication & Stakeholder Engagement: Develop and deliver strategic communications and customer briefings, building relationships and ensuring transparency with all stakeholders.
- Employee Development & Team Cohesion: Foster a culture of growth, mentorship, and recognition, promoting team cohesion and employee engagement throughout the organization.
- Quality Assurance & Continuous Improvement: Implement and maintain rigorous quality assurance standards, regularly reviewing processes and introducing improvements to boost efficiency and results.
- Risk & Change Management: Anticipate risks, champion adaptability in the face of changing priorities, and manage transitions to new tools or processes proactively.
- Contract Management & Customer Relationship: Maintain high standards of contract compliance, performance tracking, and customer satisfaction, contributing to customer retention and portfolio growth.
- Data-Driven Decision-Making: Use operational metrics, KPIs, and regular reporting to drive key decisions, support prioritization and resource allocation, and communicate performance to teams and customers.
- Active Engagement in Portfolio Development and Growth: Build collaborative relationships with managers of related and parallel programs to enhance team performance, business development and growth, strategic alignment, and organizational success.
Required Skills
- Active Top Secret (TS) clearance.
- Ability and willingness to work on-site at secure federal facilities
- Bachelor's degree required (Computer Science, Information Technology, Engineering, or related discipline preferred) or equivalent work experience.
- PMP Certified
- 7+ years of progressive experience in IT operations or program management, with at least 3-5 years in a technical management/leadership role.
- Demonstrated experience managing direct reports, service desk operations, and custom application support in mission-critical environments.
- Hands-on knowledge of ITSM frameworks and workflow execution through tools such as Jira Service Management.
- Proven success implementing process improvements in operational IT settings, including designing or managing to service level agreements or other key performance indicators.
- Strong leadership skills, with demonstrated ability to engage, mentor, and retain high-performing technical teams.
- Excellent verbal and written communication skills, with the ability to brief executives and customers confidently and translate complex technical concepts into plain language.
Desired Skills
- SAFe Agilist, ScrumMaster, or Agile for Operations certification.
- Industry certifications such as Security+ CE, CISSP, ITIL, ect. (preferred but not required).
- Familiarity with federal cybersecurity frameworks (NIST 800-53, FISMA, RMF).
- Understanding of forensic application workflows or similar law enforcement IT systems.
- Experience with performance metrics, dashboards, and SLA-driven operations management.
- Prior experience supporting federal law enforcement, DoD, or other national security-focused IT operations and applications.
- Working knowledge of Confluence and Microsoft products including SharePoint, Word, Project, Visio, and Teams.
- Experience applying Business process analysis or business process reengineering techniques to improve operational performance.
- Demonstrated multi-tasking and problem-solving skills in support of on-time delivery.
- Ability to elicit and shape work requirements, including decomposing high-level objectives into actionable initiatives
