Harris County Universal Services (Universal Services) is transforming the way the County does business and seeking a CAD/RMS System Administrator to join our team.
Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Position Overview:

This is an entry level system administration position that reports to the Public Safety Applications Department which supports projects and solutions for the Law Enforcement or Public Safety agencies.
Job Responsibilities:
  • Supports the Computer Aided Dispatch (CAD), Mobile Dispatch Terminals (MDT), and Records Management System (RMS).
  • Performs Tier 2 & 3 application support in coordination with Tier 1 Agency contacts.
  • Manages system user and terminal definitions following agency-accepted practices.
  • Manages code table updates and ensures that all applicable requirements are met for each code type.
  • Works with Law Enforcement agencies to establish user best practices, security and authorizations standards, supplemental help and training documents, and establishes annual agency definition review procedures.
  • Diagnose and assist in resolving technical hardware and software issues.
  • Develops and promotes standard operating procedures.
  • Ensures proper configuration and implementation of CAD/RMS modules, security, tables, workflow, and CAD mapping.
  • Create and maintain user accounts for JWEB.
  • Support FileOnQ software, create and maintain user accounts.
  • Acts as a liaison between customers, in order to assist in the implementation of program changes, updates, corrections and other system fixes; works with vendors to resolve issues.
  • Work closely with other IT team members, developers, and external vendors to meet system and project requirements.
  • Communicate system issues, updates, and changes to users and management.
  • Train end-users on best practices and system use.
  • Provide support and guidance to officers or data entry personnel on how to correctly classify/report NIBRS

Requirements
Education:
  • High School diploma or GED equivalent required.

Experience:
  • A minimum of three (3) years of demonstrated work experience in the management and operation of an enterprise Computer Aided Dispatch (CAD) or Records Management System (RMS), including database management, reporting and analysis of data, management of peripheral systems such as Mobile Data Computers (MDC), understanding of records management programs and GeoFile data.
  • Experience with maintaining, administrating, and supporting enterprise system software.

Knowledge, Skills, & Abilities:
  • Familiarity with Windows domain structure and understanding of Microsoft Windows environments.

Preferences
Education:
  • Associate's Degree in Information Technology or closely related field preferred or equivalent work experience below with no degree.

Experience:
  • A minimum of 5 years of demonstrated work experience in the management and operation of an enterprise Computer Aided Dispatch (CAD) or Records Management System (RMS), including database management, reporting and analysis of data, management of peripheral systems such as Mobile Data Computers (MDC), understanding of records management programs.
  • Understanding of ESRI ArcGIS.

General Information
Location:
  • 330 Meadowfern Dr, Houston, TX 77067

Work Arrangement:
  • Onsite (5 days/week in office)

Work Schedule:
  • 8 hours/day

Complexity:
  • Must have the ability to communicate technical information clearly and effectively, both orally and in writing.
  • Acts as a liaison between customers and end users, in order to assist in the implementation of program changes, updates, corrections and other system fixes.

Special Requirements:
  • Must have a valid Texas driver's license.
  • May be required to work more than forty hours during the workweek or on weekends, special projects, natural disasters or Public Safety events/incidents.
  • Subject to on call rotation and must be able to travel to multiple locations.
  • Must pass FBI Criminal Justice Information Services (CJIS) background check and Awareness Certification within 90 days of hire.
