Project Scope
The consultant will support multiple concurrent processes and modernization projects associated with South Carolina s Medicaid system. This includes leading project and process efforts related to the MMIS replacement initiative in collaboration with SCDHHS Medicaid IT staff and Clemson University s Medicaid IT Services team.
Position Overview
Title: Project Manager
Reporting To: Deputy Director, Medicaid IT Services
Role Type: Individual Contributor (No supervisory or HR responsibilities)
The Project Manager will independently plan, coordinate, and manage one or more small-to-large projects or project components of minimal to moderate complexity. The role requires strong leadership, documentation, communication, and organizational skills.
Daily Duties & Responsibilities
Under limited supervision, the consultant will:
Project Management & Leadership
Lead project initiation, planning, execution, control, and closeout activities using established project management methodologies.
Manage multiple concurrent projects within the Medicaid IT environment.
Develop project work plans, schedules, and scope management processes.
Maintain project roadmaps and dashboards.
Ensure project deliverables, milestones, and tasks are completed on time.
Documentation & Reporting
Develop and maintain comprehensive project documentation throughout the full lifecycle.
Prepare status reports and present updates to stakeholders, sponsors, and senior leadership.
Write and refine process documents; gather stakeholder feedback.
Risk, Issue & Change Management
Identify risks and potential problems; recommend and implement mitigation strategies.
Work within established Change Management and Release Management structures to support MMIS implementation activities.
Communication & Collaboration
Develop and execute communication plans across the project lifecycle.
Build and maintain a high-performing project team through collaboration and coordination.
Coordinate with both SCDHHS and Clemson Medicaid IT Services staff.
Additional Requirements
Occasional work in excess of 40 hours per week may be required, including weekends during critical project periods.
