Overall purpose of role

This role is for a senior Program Governance lead, responsible for providing the required Governance of the UBER list. The UBER list contains the Critical Cyber and Group Technology Infrastructure Services (GTIS) related control items, where significant change projects are required to close control gaps and improve our maturity level. The role will report into the Head of RFT and Functions Risk and Control.
Key Accountabilities
  • Manage the overall RFTF priorities book of work (Uber list), ensuring each item is well defined with deliver accountability in place across all senior stakeholders involved (Risk, Finance, Treasury and Functions (RFTF) CIOs, Chief Security Office (CSO) & GTIS)
  • Translate/map abstract high-level cyber & infra related Uber list asks into underlying actionable projects and work with designated Point of Contacts (PoCs) in each RFTF CIO area to setup project mandates. The designated PoCs are accountable to own their plan including the BTB committed dates to achieve its delivery.
  • Ensure submitted plans are fit for purpose, challenging as required to ensure scope, timelines, day to day activities and resourcing is sufficient to achieve the end state and drive execution to that effect.
  • Setup and coordinate the tracking and reporting process in accordance with Change Management standards and leveraging existing tooling, clearly establishing linkage between the macro program-level view and micro project-level views.
  • Manage and coordinate the program/project governance structure and meetings assisting the program manager in the preparation of materials, minutes, and actions.
  • Monitor compliance with controls set out in the Change Management Standards by PMs and delivery teams, perform assessments, and track remedial actions.
  • Ensure the strategic reporting tool up to date with a current and accurate record of project plan and status (e.g., Navigator, ORAC etc )
  • Pro-actively maintain the program/project RAID log and assist program manager and work stream leads in the management and resolution of issues & risks
  • Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Barclays Operational Risk Framework and internal Barclays Policies and Standards.
  • Ensure that accountability, responsibility for execution and delivery for each project will sit with the respective CIO within the business line technology team.
  • Manage process around demand prioritization with the ability to aid complex decision-making processes to prioritize delivery initiatives based on resourcing, underlying tech & non-tech work.
  • Matrix management - Adept at managing cross-functional & multi-discipline project resources in a matrix-style organizational setup.
  • Presentation and communication skills, managing senior staff (Director and MD Level) stakeholders.
Stakeholder Management and Leadership
  • Establish trust-based relationships with key stakeholders across Barclays in support of common objectives and act as a constructive and effective conduit between business and technical or non-business teams.
  • Understand the technology landscape, including organisation, information, infrastructure, and applications (including structures, processes, and governance) and apply this knowledge in the development and articulation of strategies for various stakeholder groups in ways that are relevant for them.
  • Lead communication effectively at D/MD level for stakeholder groups by providing effective updates.

Person Specification
  • Proven delivery project / program lead, comfortable in both the technical details and overseeing delivery across a wide range of teams.
  • Experience of managing change in complex environment
  • Extensive experience in managing projects with medium to high complexity, business critical and large cross-functional team spanning multiple regions and functions.
  • Ability to network and influence others and work with senior stakeholders.
  • Highly articulate and a persuasive communicator
  • Presentation and communication skills, managing senior (MD Level) stakeholders.
  • Solid understanding of cyber, cryptography and infrastructure-related projects
  • Collaborative style with ability to quickly build trust and credibility.
  • Good Financial industry knowledge, experience of working with Risk, Finance and Treasury functions.
Essential Skills/Basic Qualifications:
  • Solid knowledge of project management methodologies
  • A knowledge of both agile and traditional project delivery methods
  • Use of Project Portfolio Management tools (e.g., HP PPM, Clarity, Planview etc
  • Adept at using MS Suite (including MS Project, MS Excel, MS PowerPoint, and SharePoint) advanced skill
  • Professional recognized Project/Programme management qualification or previous relevant experience
  • Strong analysis skills
  • Ability to work within a regulated and controlled environment.
  • A strong advocate and practitioner of Diversity and Inclusivity.
Desirable skills/Preferred Qualifications:
  • PMP Certified or Equivalent PM Certification
  • Broad financial services experience
  • Prior experience of working in a corporate banking environment advantageous
