Job Title: Enterprise Project Manager Electronic Case Management (ECM)
Location: Harrisburg, Pennsylvania (Hybrid )
The Enterprise Project Manager will lead the implementation of the Electronic Case Management (ECM) system across multiple DHS and HHS program offices. The role involves coordinating with CMS and federal partners to migrate various applications to a common enterprise platform, improving data sharing, reducing maintenance costs, and enhancing security. The PM will guide onboarding, system decommissioning, governance, and enterprise-level coordination.
Responsibilities:
Lead the enterprise-wide implementation of the ECM platform.
Gain subject matter expertise on case management processes for all participating agencies.
Coordinate and guide program-level project managers for successful ECM adoption.
Participate and communicate within governance structures involving executive leadership, DHS offices, and HHS DC.
Develop onboarding plans for program offices transitioning to the ECM platform.
Create decommissioning plans for legacy/custom-coded systems.
Ensure alignment with organizational goals around data sharing, security, and compliance.
Collaborate with federal partners including CMS and ACF as needed.
Required Skills & Experience:
7 9 years of experience managing large-scale technical initiatives with cross-functional teams and vendor involvement.
Strong skills in budgeting, communication, leadership, negotiation, problem-solving, team building, and interpersonal relations.
Experience implementing PEGA-based ECM solutions.
High level of business and technical knowledge.
Self-driven, assertive PM with a track record of delivering results quickly.
PMI-PMP certification (active for at least 5 years).
Bachelor s degree or equivalent technical education preferred.
