TECHNICAL DATA GOVERNANCE LEAD

POSITION SUMMARY
The Technical Data Governance Lead is a key leader within EIDS, the organization responsible for one of the most comprehensive health data ecosystems in the world. This role ensures that Military Health System (MHS) Information Platform (MIP) data is well-governed, high quality, and aligned with mission needs--enabling trust and usability at scale across the Department of Defense (DoD).

JOB RESPONSIBILITIES

Strategically lead technical data governance implementation across EIDS:
  • Develop and guide the implementation of EIDS's data governance strategy, ensuring alignment with DoD standards, Data Management Body of Knowledge (DMBoK) principles, and MHS mission needs
  • Oversee the development and drive the adoption of scalable, DoD-compliant data governance frameworks, policies, and standards in alignment with enterprise architecture and mission needs
  • Collaborate with teams across EIDS to develop and implement data governance
Manage and support a cross-functional data governance team :
  • Lead a team of 8-10 contractors responsible for executing data governance initiatives across data cataloging, data policy, and data quality
  • Provide coaching, prioritization, and operational oversight, including setting goals, tracking progress, and coordinating delivery timelines
  • Serve as the primary point of coordination between the team and EIDS leadership, escalating risks and enabling informed decision-making
Foster enterprise-wide adoption of data governance practices :
  • Bridge technical and non-technical stakeholders to align on data governance priorities and promote shared understanding of standards and impact
  • Serve as a liaison between EIDS and partner agencies to align governance expectations, promote shared standards, and ensure consistency in how data is managed across organizations
  • Support the integration of governance policies into operational workflows through change management, training, and onboarding efforts
Drive innovation and modernization in governance approaches:
  • Identify opportunities to modernize governance practices and drive efficiencies through automation and/or tooling improvements
  • Track governance maturity using data-driven methods; report insights and performance trends to senior leadership
  • Promote a governance delivery model that reduces manual overhead and scales effectively across diverse MIP use cases
As EIDS matures, the role of the Technical Data Governance Lead will continue to evolve. The Lead will be expected to:
  • Scale data governance capabilities across a growing ecosystem of data products
  • Serve as a strategic advisor on enterprise data modernization efforts, including zero-trust data frameworks and responsible AI adoption
Perform specific projects and/or other duties as assigned or required.

BASIC JOB REQUIREMENTS
  • Undergraduate degree or equivalent in Computer Science, Information Systems, Data Management, or related technical discipline
  • 10+ years' experience in data governance, enterprise data architecture, or data strategy execution within large-scale federal or healthcare environments
  • Expert-level knowledge of DoD data governance policies , metadata standards, and frameworks (e.g., DMBoK)
  • Hands-on experience with tools such as Talend Data Catalog, AWS, Apache Hive, Oracle Databases , or other metadata/data quality platforms
  • Demonstrated ability to lead and mentor cross-functional technical teams , including within matrixed or contract-heavy environments
