We are actively looking for an Oracle Developer Role located in Tallahassee, FL.

Job Role: Oracle Developer
Location: Tallahassee, Florida (On-site)

Job Description

Oracle Developers design, develop, maintain, and optimize Oracle-based financial applications and data integration processes. The developer will support application development, middleware configuration, ETL operations, and integrations with Florida PALM and FLAIR systems while ensuring compliance with State of Florida accounting and security standards.

The ideal candidate will possess expertise in Oracle Forms, Oracle APEX, PL/SQL development, Oracle Fusion Middleware, ETL processes, application integration, performance tuning, and strong communication skills to collaborate effectively with both technical and business teams.

Responsibilities:

  1. Design, develop, test, and deploy Oracle Forms and Oracle APEX applications.

  2. Write and maintain PL/SQL scripts, stored procedures, database packages, and triggers.

  3. Develop and maintain data integration processes to support application functions and reporting.

  4. Perform ETL operations to extract, transform, and load data between internal and external systems.

  5. Implement data quality checks, error handling, and validation rules to ensure accurate data flows.

  6. Support and maintain Oracle database objects, schemas, and performance tuning activities.

  7. Configure and manage Oracle Fusion Middleware components (WebLogic, OHS, ORDS, etc.).

  8. Participate in integration efforts with Florida PALM and FLAIR enterprise financial systems.

  9. Ensure applications align with State of Florida accounting practices and PCI compliance standards.

  10. Provide technical support for application issues, enhancements, and deployments.

  11. Collaborate with business and technical stakeholders to gather requirements and implement solutions.

  12. Create and maintain technical documentation, SOPs, and project reports.

  13. Attend project meetings, provide status updates, and submit weekly timesheets.

  14. Coach, mentor, and train team members and other staff as needed.

Not required but a plus:

  • Knowledge of Florida PALM or FLAIR

  • Experience with Oracle REST Data Services (ORDS)

  • Familiarity with Agile methodologies

  • Experience with version control systems and CI/CD pipelines

  • Knowledge of application and data security best practices

  • Experience working in government or public sector environments

Skills Required:

  1. Bachelor’s or Master’s degree in Computer Science, Information Systems, or equivalent experience.

  2. 5+ years of experience in Oracle Forms, Oracle APEX, and PL/SQL application development.

  3. Strong experience in Oracle Database development, troubleshooting, and performance tuning.

  4. Proficiency with Oracle Fusion Middleware components (WebLogic Server, Oracle HTTP Server).

  5. Experience integrating applications with enterprise financial systems such as Florida PALM and FLAIR.

  6. Knowledge of State of Florida accounting practices from a technical perspective.

  7. Experience ensuring PCI compliance in application development.

  8. Strong written and verbal communication skills.

  9. Preferred certifications: Oracle PL/SQL, Oracle APEX, Oracle Middleware.
