Job Description
ECS is seeking a Project Engineer to work in our Silver Spring, MD office.
ECS is looking to hire a Lead Project Engineer to work on-site 3 days per week in Silver Spring, MD. In this position the candidate will be leading an engineering team through each phase of a shipbuilding project (pre-acquisition, design development, construction, at-sea testing and acceptance, and fleet introduction). In addition, the candidate will be expected to:
* Provide broad engineering and technical leadership for current and future NOAA maritime related work.
* Proactively work with NOAA clients at various levels to identify emerging technical requirements and develop strategic plans for implementation.
* Effectively work with multi-disciplined projects/teams that may include Government, subcontractors and subordinates.
The candidate must be capable of performing requirements development, leading design reviews, performing trade-off studies, engineering analyses, risk assessments, and programmatic functions as required.
Effectively interface with ABS, USCG and other regulatory agencies is required.
Additional duties may include drawing review/modification, technical writing, configuration management, and other duties as assigned.
Travel associated with this effort will be approximately 25%
Salary Range: $130,000 - $155,000

Required Skills
- Must have a B.S. degree in Engineering (Ideally Naval Architecture or Marine Engineering)
- Minimum of 15 years' experience/knowledge of shipbuilding principles, methods, and construction techniques used on various ship systems during every stage of new ship construction.
- Experience with strategic planning, requirements analysis, concept design and development, systems integration, and program implementation of commercial ships.
- Experience liaising between engineering department, production department and classification society surveyors.
- Experience managing engineers and designers.
- Technical and specification review/writing experience.
- Excellent written and verbal communication skills.
Desired Skills
- Licensed Professional Engineer (PE) and/or Program Management Professional (PMP) certificate.
- Maritime related program/acquisition management experience.
- Experience with cost estimating.
- Experience with testing and evaluation of shipboard systems.
- Experience with reviewing designs in a 3D production environment.
